Chandigarh, September 1: Punjab Cabinet Minister Barinder Kumar Goyal has made significant claims regarding the improvement of groundwater levels in the state, the safety of the Bhakra Dam, potential political alliances, and the government’s actions against drug abuse. He stated that under Chief Minister Bhagwant Mann’s leadership, the Punjab government has made substantial efforts in water management and canal systems, resulting in visible improvements in groundwater levels.
Goyal reported that for the first time in nearly 30 years, groundwater levels in Punjab have increased. This improvement has also been noted in a report by the Central Minister of Water Resources and the Central Ground Water Board. In 2022, 117 blocks in Punjab were classified as over-exploited, but this number has now decreased to 110. Meanwhile, the number of blocks in the safe category has risen from 17 to 20, and those in the critical category have increased from 15 to 17.
He explained that groundwater extraction was at a total of 164% in 2021-22, which has now reduced to approximately 152%. Goyal attributed this 14% decrease to government efforts in canal management and water conservation.
Addressing concerns about the alleged tilt of the Bhakra Dam, the minister urged the public not to panic and to avoid making statements without technical knowledge. He mentioned that this issue was raised in the assembly, clarifying that the dam’s tilt is part of its design and presenting it as a danger is irresponsible. Between 1995 and 2025, the dam has recorded such tilts about 15 times. According to its design, the dam can deflect up to 1.03 inches, and it returns to its original position when water pressure decreases.
Goyal asserted that the Bhakra Dam is entirely safe, and a delegation of foreign experts has praised its structural integrity. Any information regarding the dam should be disclosed only after confirmation from officials and experts to prevent unnecessary fear among the public.
On the issue of drug abuse, Goyal responded to comments made by Ravneet Singh Bittu, stating that the government is actively combating drug trafficking. While the government does not claim that drug use has been completely eradicated in Punjab, it is now much harder for drug traffickers to operate openly. Many traffickers are in jail, some are seeking bail, and others are on the run. He also mentioned that properties acquired through drug trafficking are being demolished as part of the crackdown.
Goyal further stated that the Punjab government will employ every possible method to eliminate drug abuse. The government’s goal is to take effective action against drug networks and to rid the state of this issue.
