
Chandigarh, 2 January: The Punjab Government has taken a strict stance against employees who have been absent from duty for an extended period, terminating the services of four staff members from the Excise and Taxation Department. This action was taken under the ‘Deemed Resignation Rule’, which applies to employees absent without permission for over a year.
The government has clearly stated that indiscipline and negligence will not be tolerated under any circumstances.
Acting on the directives of the Punjab Government, State Tax Commissioner Jatinder Jorwal issued the orders. The employees dismissed include three Excise and Taxation Inspectors and one clerk. Despite repeated notices and opportunities, these employees failed to report to their offices and remained absent without approval for a long duration.
The departmental inquiry was conducted under the Punjab Civil Services (Punishment and Appeal) Rules, 1970. The investigation revealed that an inspector posted in Jalandhar-2 had not returned to duty since March 2023, even though his leave had been cancelled earlier.
Another inspector was continuously absent since June 2023 and, despite suspension, neither provided a satisfactory explanation nor reported to headquarters. Similarly, an inspector in the Ropar range had been absent since May 2021 and did not return to duty after approved foreign leave.
Additionally, a clerk posted in the Jalandhar Audit Wing was absent without permission since September 2023. His request for foreign leave was also rejected, yet he failed to resume duty.
According to the rules, an employee absent without approved leave for more than one year is considered to have resigned from service, known as ‘Deemed Resignation’. Based on this provision, the services of all four employees were terminated. It was also clarified that they will not be entitled to pension, gratuity, or other service benefits.
Finance Minister Harpal Singh Cheema stated that the government is following a zero-tolerance policy. Officials and employees appointed to serve the public who show negligence in duty will have no place in government service.
