
New Delhi, October 5 (Daily Kiran) : The National Human Rights Commission (NHRC) has issued a directive to all states and union territories to safeguard the rights and livelihoods of local vendors, street vendors, hawkers, potters, and small traders during the upcoming festivals of Navratri, Diwali, and Chhath Puja.
This initiative comes in response to numerous complaints about the arbitrary removal of local vendors and hawkers, the seizure of their goods, imposition of fines, and harassment. Last year, during the festive season, an NHRC bench led by member Priyank Kanungo took note of these issues and instructed relevant states and local authorities to investigate the allegations and take necessary action.
Recognizing the need for renewed intervention this year, the NHRC has reiterated its call for the protection of vendors’ livelihoods and human rights during the festivals. The commission has explicitly stated that vendors should not be removed without valid reasons, and if public safety or fire safety necessitates clearing an area, alternative locations should be provided for them to sell their goods.
Furthermore, the NHRC has emphasized that vendors’ goods should not be seized arbitrarily, and any actions against them should be justified. Complaints of harassment, extortion, or unwarranted interference must be addressed in accordance with the law.
The NHRC also urged local administrations to promote local vendors, traditional businesses, and products made at the local level in line with the “Vocal for Local” initiative. The commission has instructed chief secretaries of all states and union territories to ensure these directives are communicated effectively to district magistrates, municipal bodies, police, and other relevant authorities, ensuring proper compliance.
Additionally, the NHRC has requested a report on the actions taken regarding pending cases by October 18.
