Mizoram Chief Minister Launches Four Digital Financial Management Initiatives

Mizorams Chief Minister Lalduhoma unveils four digital initiatives to enhance financial transparency and efficiency in public spending.

Aizawl, October 15 (Daily Kiran) : Mizoram’s Chief Minister Lalduhoma introduced four key digital financial management initiatives on Thursday aimed at enhancing transparency, accountability, and efficiency in public finance management.

According to a senior official from the Chief Minister’s Office, the initiatives, implemented by the Finance Department, include the Mizoram Integrated Works Accounts System (MIWAS), e-Sanction, e-Budget, and a 100 percent Direct Benefit Transfer (DBT) system.

The MIWAS will streamline the accounting of works across six departments: Public Works Department (PWD), Public Health Engineering Department (PHED), Power Department (P&D), Irrigation and Water Resources Department (I&WRD), Environment, Forest and Climate Change Department (E&F&CC), and Land Resources, Soil and Water Conservation Department (LR&S&WCD).

This system is expected to improve the matching of expenditure data assigned to the Accountant General. It will also ensure the proper submission of expenditure vouchers through the treasury, thereby strengthening financial oversight and accountability.

The e-Budget module will allow for the online preparation and submission of budget proposals via the Integrated Financial Management Information System (IFMIS). This will reduce manual work, calculation errors, and delays in processing budget-related matters.

Meanwhile, the e-Sanction module will simplify the online processing of expenditure approvals. Drawing and Disbursing Officers (DDOs) and department heads will be able to electronically submit their proposals to the relevant administrative and finance departments. This system will also help prevent overspending beyond the available budget allocations.

Under the 100 percent DBT initiative, payments for state government schemes—including ‘Thlai Thar Leina’, ‘Bana Kaih’, and ‘Power Subsidy’—will be directly transferred to beneficiaries’ bank accounts once bills are approved by the treasury.

The payment status can be tracked through the IFMIS, enhancing transparency and allowing beneficiaries to monitor the progress of their payments.

In his address, Chief Minister Lalduhoma emphasized the importance of digital financial management in ensuring transparency, accountability, and the efficient use of public funds. He noted that adopting digital systems will modernize financial administration, streamline government processes, and improve the delivery of public services.

The Chief Minister also mentioned that Mizoram received ₹350 crores under the Special Assistance for Capital Investment to States (SASCI) scheme during the last financial year. He indicated that the state government is preparing to receive approximately ₹650 crores under parts IV and IX of SASCI for the 2026-27 financial year.

Lalduhoma praised the contributions of the Finance Department, Information and Communication Technology (ICT) Department, Interleaved India Private Limited, and the Centre for Development of Advanced Computing (C-DAC) in strengthening the state’s digital financial infrastructure.

These initiatives represent a significant step towards modernizing financial administration in Mizoram, improving the monitoring of public expenditure, and ensuring a more transparent, accountable, and efficient delivery of government services to the people.
