
Ranchi, October 9 (Daily Kiran) : The Jharkhand High Court convened on October 9 to hear petitions challenging the state government’s decision to annul the JPSC civil service exams, including those for the positions of Child Development Project Officer (CDPO) and Food Safety Officer. Justice Deepak Roshan presided over the proceedings, where both petitioners and government representatives presented their arguments.
The state government asserted that irregularities were discovered during the examinations, suggesting that the integrity of the testing process had been compromised. A follow-up hearing is scheduled for Monday at 2:15 PM.
In court, government officials revealed that extensive discrepancies had emerged during the investigation, supported by documentation from the Criminal Investigation Department (CID). They argued that given the circumstances, it would be challenging to identify which successful candidates were guilty and which were innocent. The government maintained that it holds the authority to annul appointments in cases of examination irregularities.
On the other side, petitioners’ attorneys, Amritansh Vats and Indrajit Sinha, questioned the government’s rationale for cancelling the exams. They pointed out that the outsourcing agency, TDPL, was only involved in the final stages of the selection process in July 2025, during which document verification was ongoing.
The petitioners argued that no formal complaints had been filed, no candidates had been summoned, and no arrests had been made related to these examinations. They further contended that there was no evidence of financial transactions or a money trail implicating successful candidates.
Vats emphasized that the CID investigation had not yielded concrete evidence of wrongdoing in the exams. He argued that cancelling appointments based solely on the potential involvement of TDPL was unjustified. The petitioners claimed that the government’s decision was made hastily.
Vats also contended that the government’s notification regarding the annulment of appointments was unconstitutional. He stated that the authority to cancel exams and advertisements lies with the respective commissions, namely JPSC or JSSC. While the state government can annul appointment orders, it must follow constitutional procedures.
The petitions challenge the government’s decisions to cancel the civil service exam for 2023 (advertisement number 01/2024), the Food Safety Officer recruitment (advertisement number 18/2023), and the CDPO recruitment (advertisement number 21/2023). The case will see further arguments from intervenors on Monday.
