India Approves Ambitious Industrial Development Plan for 100 Plug-and-Play Parks

New Delhi, March 18: The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the ambitious India Industrial Development Plan. This initiative will see the development of 100 plug-and-play industrial parks across the country, with an investment of ₹33,660 crores. This decision is viewed as a historic step towards making India a global manufacturing hub and fulfilling the vision of an Atmanirbhar Bharat (self-reliant India).

The primary aim of the plan is to create world-class industrial infrastructure, enabling investors to commence production without delays. Under the plug-and-play model, these parks will feature pre-approved land, ready roads, electricity, water, drainage, IT connectivity, common treatment facilities, administrative buildings, and other essential amenities. The parks will range in size from 100 to 1,000 acres, with financial assistance of up to ₹1 crore per acre.

The plan emphasizes infrastructure development at three levels. This includes basic infrastructure—internal roads, underground utilities, drainage, sewage treatment, ICT, and administrative systems; value-added infrastructure—ready factory sheds, built-to-suit units, testing labs, storage facilities; and social infrastructure—housing for workers, schools, hospitals, recreation centers, and other supportive facilities.

Up to 25% of the project cost will be allocated for external infrastructure, such as highways, rail, and power grid connectivity. Selection of the parks will be based on a challenge mode, focusing on high-quality, investor-friendly, and reform-oriented proposals.

These parks will be based on the PM Gati Shakti principles, emphasizing multimodal connectivity, last-mile access, green energy, and sustainable resource utilization. Maintenance will be possible through underground utility corridors without excavation, reducing inefficiencies, enhancing productivity, and ensuring reliability.

The plan is expected to generate large-scale employment, creating millions of direct and indirect jobs in manufacturing, logistics, services, and ancillary sectors. Cluster-based development will strengthen domestic supply chains, promote regional balance, and accelerate industrialization across all states and union territories.

Primary beneficiaries will include manufacturing units, MSMEs, startups, and global investors, while secondary beneficiaries will encompass workers, logistics providers, local communities, and the service sector. The initiative aims to boost exports, enhance self-reliance, and position India as a competitive economy on the global stage.

This plan builds on the success of the National Industrial Corridor Development Program (NICDP). The National Industrial Corridor Development Corporation Limited (NICDC) will implement the plan in collaboration with states and the private sector. Currently, NICDC is managing 20 projects across 13 states and specializes in the plug-and-play model.

Under the Department for Promotion of Industry and Internal Trade (DPIIT), this initiative will focus on ease of doing business, regulatory relief, and a single-window system. This will reduce entry barriers for investors and expedite the process of starting production in India.
