New Delhi, April 20: Chief Minister Rekha Gupta has announced the drafting of the ‘Delhi Semiconductor Policy’. This initiative aims to position the capital as a leading hub for semiconductor design, advanced research and development, assembly, and related activities.
Gupta stated that this initiative is a significant step towards promoting the high-value technology sector in Delhi.
The Chief Minister emphasized that the policy aligns with Prime Minister Narendra Modi’s vision of ‘Atmanirbhar Bharat’ (Self-Reliant India) and will ensure Delhi’s active participation in the growth of India’s semiconductor sector.
Rekha Gupta noted that the semiconductor sector has emerged as a crucial pillar of the global economy. The Delhi government is working on a comprehensive policy framework to ensure its balanced and systematic development.
The proposed policy envisions providing both financial and non-financial incentives to promote ease of doing business, innovation, and an industry-based ecosystem.
This policy is based on five main pillars: semiconductor design and intellectual property development; research, development, and innovation; manufacturing-enabled activities such as assembly, testing, marking, and packaging (ATMP) and outsourced semiconductor assembly and testing (OSAT), along with the development of supporting industries; talent and skill development; and strengthening the startup and industrial ecosystem.
The Chief Minister expressed optimism that this policy will enhance Delhi’s position in the high-value segments of the semiconductor value chain, particularly in design, research and development, and advanced packaging. It is expected to attract investments from fabless semiconductor companies, startups, and ATMP and OSAT units.
Additionally, this policy will aid in the development of supporting industries related to testing, packaging, and semiconductor inputs.
Emphasizing employment opportunities, the Chief Minister stated that this policy will create high-quality job prospects in areas such as chip design, semiconductor research, and advanced packaging. It also aims to promote skill development through targeted training programs, internships, and industry-academia partnerships.
This initiative is expected to help attract and retain skilled professionals, further solidifying Delhi’s status as a center of knowledge and innovation.
The policy focuses on targeted incentives to boost private investment, reduce operational costs, and create a conducive business environment.
Measures such as capital subsidies, infrastructure development, and alignment with national initiatives, particularly the ‘India Semiconductor Mission’, are anticipated to enhance investor confidence and encourage participation from both domestic and global players.
