CAQM Reviews Measures in NCR, Proposes Closure of 14 Units

New Delhi, March 18: The Commission for Air Quality Management (CAQM) reviewed inspection results and measures implemented in the National Capital Region (NCR) on Wednesday. To curb violations of pollution-related regulations, the commission proposed shutting down 14 non-compliant units and sealing diesel generator sets at 27 institutions.

These developments were discussed during the 127th meeting of the Enforcement Task Force (ETF) held on Tuesday. The meeting examined inspections conducted between February 19 and March 13, covering construction and demolition activities, industries, road dust management, and violations related to diesel generator (DG) sets.

According to the commission, a total of 79 inspection reports were received during the 16-day reporting period. Based on these reports, the proposal to close 14 units and seal DG sets at 27 institutions was made, while 20 entities received show-cause notices for failing to comply with pollution control standards.

The ETF emphasized the need for timely responses from the violating entities, instructing them to submit their replies within five days of the initial inspection report. It also recommended strengthening the inspection mechanism, which will involve officials from the Central Pollution Control Board and relevant state pollution control boards or the Delhi Pollution Control Committee in flying squad teams to ensure greater accountability and effectiveness in enforcement.

The task force reviewed area-specific enforcement related to road dust management, including regions maintained by agencies such as the Municipal Corporation of Delhi, New Delhi Municipal Council, Public Works Department, Delhi Development Authority, Delhi State Industrial and Infrastructure Development Corporation, Delhi Cantonment Board, and the National Highways Authority of India.

Corrective measures were taken based on deficiencies found during these inspections, including issuing show-cause notices to the responsible agencies. The commission also reviewed the overall status of measures implemented until March 17, finding that the flying squad has inspected a total of 26,498 units, projects, and institutions in the NCR.

Based on these inspections, directives were issued to close 1,743 non-compliant units. Of these, 1,317 units were allowed to resume operations after compliance checks, while 123 cases were referred to the respective state pollution control boards or the Delhi Pollution Control Committee for final decisions. Currently, the requests for resumption from the remaining 303 entities are under review as per the appropriate procedures.

Reiterating its commitment to tackling air pollution in the region, the commission stressed the need for stringent enforcement, robust inter-agency coordination, and strict adherence to environmental standards to ensure effective pollution control in the NCR.
