
New Delhi, February 22: Brazil’s President Luiz Inácio Lula da Silva has called for immediate reforms in the United Nations Security Council (UNSC). He expressed support for including India and Brazil as permanent members during a media briefing on Saturday.
After extensive discussions with Prime Minister Narendra Modi at Hyderabad House, Lula highlighted the role of the G4 group, which comprises India, Brazil, Germany, and Japan. This coalition advocates for reforms in the Council and supports each other’s bids for permanent membership.
Lula stated that for over 20 years, Brazil, India, Japan, and Germany have formed the G4 to promote the expansion of the UNSC. While progress has been slow, he believes it is essential for the UN to gain more representation. He emphasized that the organization must possess the power and capability to intervene in global conflicts. Institutions that fail to do so cannot sustain themselves.
He reiterated the commitment to fight for a more representative UN, which includes more nations and secures permanent seats for Brazil and India on the Security Council. Increasing the number of both permanent and non-permanent members is vital for legitimizing and enhancing global governance.
During his visit from February 18 to 22, Lula also participated in the second AI Impact Summit.
Lula expressed his joy at returning to India for the sixth time, stating that the meeting with Modi was highly productive. He noted that both nations are not only the largest democracies in the Global South but also culturally diverse hubs. Both countries advocate for multilateralism and peace. This state visit and the invitation to the AI Impact Summit reflect the synergy and mutual trust between them.
On Saturday, discussions focused on strengthening the Brazil-India strategic partnership in areas such as trade, energy, defense, agriculture, climate action, technology, AI, semiconductors, essential minerals, and cooperation in the Global South.
According to the Ministry of External Affairs, both leaders reiterated their vision for an inclusive and multipolar world order and expressed their commitment to strengthening the global fight against terrorism.
Lula was accompanied by a large delegation, including 14 ministers and top CEOs from major Brazilian companies.
Meetings between Prime Minister Modi and President Lula have been frequent in recent years. Modi visited Brasília in July 2025, marking the first visit by an Indian Prime Minister in 57 years. The two leaders also met in Johannesburg during the G20 summit in November 2025.
Reflecting on his previous visit to Brasília in July, Lula described it as a milestone. During that meeting, they reorganized the bilateral cooperation agenda across five sectors: defense and security, food and nutrition security, energy transition and climate change, digital transformation and emerging technologies, and industrial partnerships in strategic areas. As they celebrate 20 years of the Brazil-India strategic partnership in Delhi today, they are moving towards implementation.
On Saturday, ten agreements were finalized across various sectors, including critical minerals, digital cooperation, traditional knowledge exchange, health, MSMEs, entrepreneurship, and communication. Both leaders committed to increasing bilateral trade to over $20 billion in the next five years.
In a joint press conference with Modi at Hyderabad House, Lula announced that they have signed several agreements that solidify and enhance cooperation in these areas. He noted that India has made significant advancements in cutting-edge sectors such as information technology, artificial intelligence, biotechnology, and space exploration, creating numerous opportunities for collaboration with Brazil.
