
Patna: In a significant move to ease administrative processes for elderly citizens, Bihar Chief Minister Nitish Kumar announced that senior citizens aged 80 years and above will no longer need to visit government offices for registering property such as flats or land. Instead, registration services will be provided at their homes.
The directive, effective from April 1, 2026, aims to simplify property registration for elderly residents, reducing their need to travel and face difficulties. The Chief Minister shared the update on the social media platform X, linking the initiative to the state’s ‘Saat Nischay-3’ scheme under the seventh resolve titled ‘Sabka Samman-Jeevan Aasaan’ which focuses on making daily life easier for all citizens of Bihar.
Home-Based Registration for Elderly
Noting the challenges faced by senior citizens in completing land and flat registrations, the government has instructed the Prohibition, Excise and Registration Department to provide mobile registration units. These units will deliver document registration services at the applicants’ residences within a defined timeframe. Applicants can apply online for availing these home-based services.
The department has committed to completing the registration process within seven working days. This initiative is designed to ensure that elderly individuals receive timely and convenient support without the hassle of visiting registration offices.
Updated Land Information to Prevent Issues
The Chief Minister also highlighted that buyers often face difficulties due to a lack of updated information about the land being purchased. To address this, the registration department will provide both buyers and sellers with current land details before the registration process. Upon request, the department will obtain updated land status from the local sub-office and share it with the buyer.
Mr. Kumar has invited suggestions from the public on this arrangement until January 19, 2026, to further refine the process and ensure smooth implementation.
This initiative reflects the Bihar government’s ongoing efforts to reduce bureaucratic hurdles and improve citizen-centric services, especially for vulnerable groups like the elderly.
