Assam Government Introduces Advance Salary Scheme for Employees

Guwahati, February 2: Assam Chief Minister Himanta Biswa Sarma announced a significant welfare initiative for state government employees on Monday. Under this new scheme, employees can now access advance salaries to meet their immediate financial needs.

The announcement was made during the launch of the Swagat Satirth Portal 2.0 at the Lok Seva Bhawan in Dispur. This online platform aims to simplify and enhance transparency in the transfer process of employees across various departments.

With the new arrangement, state government employees can receive advance salaries either as a lump sum or in installments over a maximum period of one year. Employees availing this benefit will be required to pay a nominal interest to the respective bank.

The Chief Minister explained that employees who return the advance amount immediately after receiving their regular monthly salary will incur lower interest charges. In contrast, those opting for installment payments will face slightly higher interest rates.

This initiative aims to provide timely financial assistance to employees in emergencies and reduce their reliance on private lenders or high-interest loans.

Referring to the Swagat Satirth Transfer Portal, the Chief Minister reiterated that the portal will open twice within a financial year to facilitate transparent and employee-friendly transfers. He mentioned that another round of transfers will be completed before March 31.

Clarifying eligibility, the Chief Minister stated that around 9,000 employees who benefited from the portal in the first phase will not be able to reapply. However, those who missed the opportunity previously can now apply for transfers to their preferred locations.

He noted that the previous version of the portal was operational from January 1, 2025, to June 7, 2025, and the government aims to complete the current transfer process by March 7.

The Chief Minister also emphasized that since this transfer process is administrative and devoid of political motives, the Election Commission will be informed. Government employees are encouraged to apply within 15 days to ensure timely processing.

These initiatives reflect the state government’s ongoing commitment to employee welfare, transparency, and administrative efficiency.
