
Lucknow, April 9: Chief Minister Yogi Adityanath reviewed the purchases made by Uttar Pradesh on the GEM portal for the financial year 2025-26 and the GEM procurement policy issued on November 26, 2024. During the review, he noted that the Government of India has praised Uttar Pradesh’s GEM procurement policy.
It was reported that the central government declared this policy as exemplary, urging other states to implement similar systems. This policy has significantly enhanced integrity, transparency, and inclusivity in government purchases, leading to continuous economic and social benefits for the state government.
The Chief Minister expressed satisfaction that Uttar Pradesh ranks first in purchases on the GEM portal. In the financial year 2025-26, purchases worth ₹22,337 crores were made through the GEM portal, validating the government’s transparent policy. The contribution of micro and small enterprises in these purchases increased from 43% to 55%, with Uttar Pradesh-based micro and small industries contributing 82%.
It was also highlighted that the reverse auction method on the GEM portal resulted in savings of over ₹9,700 crores. Additionally, there was a 44% increase in business for women entrepreneurs, 48% for SC-ST entrepreneurs, and 50% for startup entrepreneurs. This transparent process led to a reduction of over 80% in complaints regarding government procurement processes, making them quicker and more effective.
As a result of the improved GEM procurement system, buyers in Uttar Pradesh received a total business worth ₹42,648 crores. Out of this, ₹15,617 crores came from within Uttar Pradesh, while over ₹27,000 crores were sourced from the central government and other states. This reflects the competitive capability of the state’s vendors.
CM Yogi was also informed about the purchases made by the top 10 departments on the state’s GEM portal. He directed that other departments should also effectively utilize the mandatory GEM portal for purchases. Furthermore, he instructed the establishment of a permanent purchase committee based on position, in line with the treasury integration and central system, to enhance the procurement process’s organization, accountability, transparency, and efficiency.
