
New Delhi, March 12: Following the rejection of the no-confidence motion, Lok Sabha Speaker Om Birla took his seat on Thursday. In his address to the House, he stated that he has always strived to enhance the dignity, decorum, and reputation of the assembly.
The Speaker remarked, “I have consistently worked to ensure that every member expresses their views on issues and topics within the rules and procedures. Efforts have been made to provide all members with ample opportunities to speak. I aimed for this House to be the voice of the person standing at the last line of society. I have always encouraged members who hesitate or do not speak at all to participate in the proceedings. Throughout both of my terms, I have periodically invited members to voice their opinions in the chamber on matters that had not been discussed. Speaking in the House strengthens the resolve of democracy and ensures government accountability.”
He continued, “This House has been a vibrant platform for ideas and discussions. Our parliamentary democracy has a rich tradition of both agreement and disagreement. When the framers of our Constitution created it for independent India, they adopted a parliamentary democracy based on deep deliberation and experience. Today, parliamentary democracy is regarded as the best system of governance worldwide. This system positions Parliament not just as a platform for law-making but also as the focal point of the nation’s democratic consciousness.”
Speaker Om Birla further noted that Article 93 of the Constitution provides for the election of the Speaker. He expressed gratitude for being given the opportunity to serve as Speaker for a second term. “I have always endeavored to conduct the proceedings of the House with fairness, discipline, balance, and adherence to rules. I have fulfilled my responsibilities to maintain harmony and efficiency while bringing everyone together,” he stated.
Regarding the no-confidence motion, he mentioned, “On Tuesday, some opposition members submitted a notice for a no-confidence motion. I have always held an unwavering belief in the parliamentary democracy established by our Constitution. While fulfilling my moral duties, I distanced myself from the proceedings during the no-confidence motion. Over the past two days, the House has completed an important democratic process. Many ideas, perspectives, and emotions were presented during this discussion. I sincerely listened to every member’s input and express my heartfelt gratitude to all.”
In his address, Speaker Om Birla highlighted that for the third time in independent India’s parliamentary history, a no-confidence motion against the Lok Sabha Speaker was discussed for two days. The discussion lasted over 12 hours, allowing all members to present their views, arguments, and concerns. He remarked, “Opposition leaders spoke about suppressing the voice of the opposition and the lack of impartiality. They discussed the impartiality of the chair, the efficiency of the House, and the achievements of Parliament. Some members interpreted parliamentary democracy and shared their perspectives on the esteemed traditions, rules, and procedures of the House.”
He also emphasized that this House represents the sovereign will of India’s 1.4 billion citizens. Every member present carries the mandate of millions of citizens, bringing their problems and challenges while also hoping to fulfill their expectations and aspirations.
