Government Issues Order to Enhance Natural Gas Infrastructure and Improve PNG Accessibility

New Delhi, March 25: The government has issued a notification under the Essential Commodities Act of 1955 titled “Natural Gas and Petroleum Products Distribution (including Pipeline Laying, Construction, Operation, and Expansion) Order, 2026.” This initiative aims to strengthen natural gas infrastructure and facilitate business operations across the country.

Implemented through the Ministry of Petroleum, this order provides a streamlined and timely framework for pipeline laying and expansion. Its primary goal is to eliminate delays in approvals and access issues related to land, enabling the rapid development of natural gas infrastructure in residential areas.

The order is effective immediately and establishes a comprehensive, transparent, and investor-friendly framework for efficient gas distribution, swift infrastructure expansion, and equal access to clean energy.

The main objective is to expand the piped natural gas (PNG) network, enhance last-mile connectivity, and promote the transition to clean fuel for cooking, transportation, and industrial use. This will bolster India’s energy security and support the shift towards a gas-based economy.

According to an official statement, the order addresses long-standing challenges such as barriers to infrastructure development, regulatory uncertainty, and delays in approvals, positioning natural gas as a vital transition fuel.

The statement emphasized, “The core aim of this reform is to enhance ease of doing business by simplifying processes, reducing regulatory hurdles, and creating a transparent and predictable environment for stakeholders.”

This reform establishes a clear and uniform regulatory framework, standardizing processes and timelines for pipeline laying, construction, operation, and expansion, thereby reducing ambiguity and administrative discretion.

Additionally, it ensures timely approvals, incorporating provisions like ‘deemed approval’ to eliminate procedural delays. A uniform framework across various sectors minimizes fragmentation in approval processes and enhances transparency and cost predictability by removing arbitrary fees and levies.

The government has reaffirmed its commitment to enhancing the role of natural gas in India’s energy landscape and fostering a policy environment that promotes investment, innovation, and sustainable development.
