Fourth Session of the 14th NPC Concludes in Beijing

Beijing, March 12: The fourth session of the 14th National People’s Congress (NPC) concluded on March 12 at 3 PM local time in the Great Hall of the People in Beijing. Chinese President Xi Jinping, along with other party and national leaders, attended the closing ceremony.

The conference approved the government work report, the outline of the 15th Five-Year Plan, and the work report of the NPC Standing Committee. Several laws were adopted, including the “Ecological and Environmental Code.” President Xi Jinping signed presidential decrees numbered 70, 71, 72, and 73.

During this session, several significant proposals and laws were passed. These included proposals on the government work report, the outline of the 15th Five-Year Plan for national economic and social development, the “Ecological and Environmental Code of the People’s Republic of China,” the “Law on the Promotion of Ethnic Unity and Progress,” and the “National Development Plan Law.” Proposals regarding the implementation of the national economic and social development plan for 2025 and the plan for 2026 were also discussed.

According to the conference, the “Ecological and Environmental Code” will come into effect on August 15, 2026. The “Law on the Promotion of Ethnic Unity and Progress” will be effective from July 1, 2026, and the “National Development Plan Law” will take effect from its publication date.

Additionally, the conference approved proposals related to the implementation of the central and local budgets for 2025 and the budget for 2026, as well as proposals on the work reports of the NPC Standing Committee, the Supreme People’s Court, and the Supreme People’s Procuratorate. The session also addressed legal reviews and the handling of relevant laws and decisions.

In his speech, Zhao Lechi, Chairman of the 14th NPC Standing Committee, emphasized the importance of upholding the leadership of the Chinese Communist Party and maintaining the people’s status as the country’s masters. He called for the NPC system to be maintained while improving its operations and fully utilizing the benefits of the country’s fundamental political system.

He also stressed the need to fulfill the duties assigned by the Constitution and laws honestly, providing legal guarantees to achieve the goals and tasks of the 15th Five-Year Plan. NPC representatives should sincerely represent the interests and wishes of the people, adhere to their duties according to the law, and maintain close ties with the public while contributing in their respective positions.

At the end of the conference, Zhao Lechi announced that the fourth session of the 14th National People’s Congress successfully concluded after completing all its agendas.
