CII Advocates for Industrial Land Reforms to Position India as a Global Manufacturing Hub

New Delhi, April 19: The Confederation of Indian Industry (CII) emphasized the necessity of affordable and transparent access to industrial land in a report released on Sunday. This access is crucial for transforming India into a global manufacturing hub.

The industry body presented a roadmap in its report titled “CII Land Mission: Framework to Reform Industrial Land Management in India,” aimed at addressing structural and procedural barriers within the industrial land ecosystem.

CII’s Director General, Chandrajit Banerjee, stated, “The ambitions of India to become a manufacturing hub under initiatives like Make in India, national industrial corridors, renewable energy expansion, and modern logistics cannot be realized unless industrial land is predictable, transparent, and ready for investment.”

He added, “The CII Land Mission offers a practical, implementation-focused framework that enhances time efficiency, predictability, and coordination in the land value chain while respecting social security measures.”

Industrial land remains a fundamental resource for manufacturing, infrastructure, renewable energy, and logistics. However, the current landscape across various states is marred by fragmented processes, complex regulatory frameworks, unclear land ownership, delayed possession, and underutilization of allocated plots.

The report highlighted that these challenges significantly increase capital costs, delay project initiation, and undermine investor confidence.

It provides a comprehensive assessment of the entire life cycle of industrial land, including land search and identification, application, allocation, change of land use (CLU), ownership verification, acquisition, physical possession, post-allocation use, and institutional capacity.

A key recommendation from the report is the establishment of an integrated, GIS-enabled national industrial land bank. This bank would provide real-time information on land availability, zoning status, utilities, environmental constraints, load capacity, and ownership clarity.

Such a platform would greatly enhance transparency and enable informed, swift investment decisions. Additionally, the report advocates for a fully integrated digital single-window system for industrial land applications.
