Beijing, September 5 (Daily Kiran) : Chinese Premier Li Qiang has recently signed an ordinance from the State Council that introduces revised regulations on emergency responses and investigations related to electricity safety. These new rules will take effect on January 1, 2027, and comprise 38 articles outlining key amendments.
One significant change mandates that electricity companies and consumers must adhere to integrated distribution standards while enforcing relevant technical specifications rigorously.
Additionally, the regulations will adjust and enhance accident classification standards, taking into account factors such as changes in the scale and structure of the electricity grid, the performance of grid-connected power generation equipment, and the operational and control requirements of the electricity grid.
The new rules also extend beyond electricity companies and grid-connected users, clarifying the responsibilities of other entities regarding electricity safety.
Furthermore, the regulations specify the accident reporting responsibilities of electricity distribution agencies. They require companies to develop emergency response plans and conduct regular drills, thereby strengthening the construction of accident emergency response systems.
Lastly, the regulations aim to optimize the accident investigation and resolution mechanism. They state that investigation teams must report their findings to supervisory authorities and invite them to participate in investigations. Additionally, accident investigation reports are to be made public in a timely manner, in accordance with the law.
