
Beijing, March 13: The National People’s Congress (NPC) of China has officially adopted the “Ecological and Environmental Code” during its fourth session on March 12. This marks the second law in China to be designated as a “code,” following the “Civil Code,” indicating a significant shift towards formalizing ecological and environmental protection in the country.
The newly established code consists of five parts and 1,242 articles, covering general provisions, pollution prevention, ecological conservation, green and low-carbon development, legal responsibilities, and supplementary provisions.
The compilation of the “Ecological and Environmental Code” is a crucial political and legislative initiative led by the Central Committee of the Communist Party of China under Comrade Xi Jinping. This code is inspired by Xi Jinping’s thoughts on socialism with Chinese characteristics in the new era, particularly his views on ecological civilization. It embodies Chinese characteristics and reflects the needs of the times and the aspirations of the people, being systematic, standardized, and coordinated.
In April 2025, the draft of the “Ecological and Environmental Code” was presented for the first review at the 15th session of the 14th NPC Standing Committee. Following various reviews, the draft was submitted for further examination at the fourth session of the 14th NPC on March 5 this year.
During this year’s “Two Sessions,” NPC representatives and members of the CPPCC carefully reviewed and enthusiastically discussed the draft of this code. Based on feedback from various delegations and stakeholders, over 200 amendments were made, including more than 100 significant changes.
It is noteworthy that the “Ecological and Environmental Code” will come into effect on August 15, 2026, and will lead to the repeal of ten existing laws, including the Environmental Protection Law.
