Kolkata, September 10 (Daily Kiran) : In a special one-day session on September 10, the West Bengal Assembly passed the “West Bengal University and College Administration and Regulation (Amendment) Bill, 2026” by voice vote. This legislation aims to implement the state’s “One State, One Education” policy, which will allow the transfer of teaching and non-teaching staff between universities.
The bill received cabinet approval on September 8 and introduces a new provision to Section 14A of the 2017 Act. It enables the transfer of staff across universities statewide. Higher Education Minister Jagannath Chattopadhyay, a former journalist turned politician, presented the bill in the assembly.
During the debate, Chief Minister Suvendu Adhikari emphasized the benefits this initiative would bring to newly established universities. He noted that these institutions would be able to leverage the experience and expertise of faculty members from older institutions in Kolkata and other districts.
“Their experience will be crucial for strengthening academic infrastructure, upgrading curricula, and enhancing teaching standards. The goal is to transform these new universities into centers of excellence,” said Adhikari.
The Chief Minister also criticized certain left-leaning factions within the academic community, particularly members of the Jadavpur University Teachers Association (JUTA). He stated that the state government intends to utilize their expertise to develop universities located in underprivileged and marginalized areas.
Adhikari warned that teachers who do not wish to comply with government guidelines and service rules are free to resign and engage full-time in political activities. “Those who find it difficult to adhere to service rules can leave their jobs. They should resign and become full-time members of the political party they are affiliated with,” he added.
