Uttar Pradesh Showcases Strength at Goa Summit, Unveils Trillion-Dollar Economy Roadmap

Lucknow, June 20: Uttar Pradesh has firmly positioned itself as an emerging Global Capability Center (GCC) hub at the Machinacon GCC Summit 2026 held in Goa. Senior officials from the state government invited global companies to invest in Uttar Pradesh by highlighting its investment-friendly policies, world-class connectivity, vast talent pool, and AI-driven future strategies.

Alok Kumar, Additional Chief Secretary of the Department of Infrastructure and Industrial Development, stated in his keynote address that Uttar Pradesh is undergoing an unprecedented economic transformation driven by good governance, rapidly developing infrastructure, and investor-friendly policies. He emphasized that the Uttar Pradesh GCC Policy 2024 is among the most competitive and progressive policies in the country, offering support to investors at every stage from establishment to expansion.

He mentioned that under this policy, investors can avail themselves of benefits such as up to 25% capital grants, operational expense assistance, land-related incentives, payroll support, and significant exemptions on stamp duty. Additionally, through the Business Parks Policy, the government and private developers are collaborating to create modern and world-class workplaces. Noida has already become a major hub for knowledge-based and technology industries, while Lucknow and Kanpur are rapidly emerging as new technology and innovation centers. The state government aims to establish these cities as preferred investment destinations for global companies.

During a panel discussion on ‘Talent as a Growth Lever,’ Alok Kumar, Principal Secretary of the IT and Electronics Department, highlighted Uttar Pradesh’s human resource capacity as its greatest strength. He noted that the state has over 8,000 higher education institutions, including prestigious institutes like IIT Kanpur, IIT-BHU, IIIT, and IIM Lucknow. He added that Uttar Pradesh produces more than 200,000 STEM (Science, Technology, Engineering, and Mathematics) graduates each year, providing global companies with a highly skilled workforce. This talent pool makes the state one of the most attractive locations for GCC investment.

Focusing on future technologies, he mentioned the state government’s ₹225 crore Artificial Intelligence (AI) mission. He also provided information about the proposed deep-tech hubs at IIT Kanpur and IIIT Lucknow, stating that these centers will position Uttar Pradesh as a national leader in artificial intelligence, cybersecurity, data science, and quantum technology. Officials highlighted the Jewar-based Noida International Airport, the expressway network being developed across the state, and the ‘Nivesh Mitra’ single-window system as major attractions for investors. They asserted that enhanced connectivity, a swift approval process, and an industry-friendly environment are propelling Uttar Pradesh towards becoming a new center for global technology and digital investment.
