
Lucknow, October 9 (Daily Kiran) : The Uttar Pradesh Cabinet, led by Chief Minister Yogi Adityanath, has approved the Sardar Vallabhbhai Patel Skill Training and Employment Sector Development Scheme. This initiative aims to transform Uttar Pradesh into a premier hub for skilled manpower, both nationally and globally.
The scheme will cover all 75 districts of the state, establishing an integrated system for skill training and employment across nine zones. Its primary goal is to train youth in alignment with industry demands, thereby connecting them with job opportunities both in India and abroad.
The Micro, Small, and Medium Enterprises (MSME) sector plays a crucial role in Uttar Pradesh’s industrial growth. The state is home to approximately 9.6 million MSMEs, which account for 14.2% of India’s total enterprises. This sector contributes around 60% of the state’s industrial output and nearly 45% of its exports, employing over three million people. The new scheme is expected to ensure a skilled workforce is available to meet the growing demands of industries and provide extensive employment opportunities for youth.
Each of the nine zones will develop training programs tailored to local industrial activities, market demands, and employment prospects. By assessing the human resource needs of various industries and sectors, the initiative aims to create job opportunities.
In the first phase, skill training and employment centers will be established in five key locations: Lucknow, Kanpur, Gorakhpur, Gautam Buddha Nagar, and Jhansi. These centers will be set up in collaboration with local industrial development authorities and will focus on the specific needs of each region.
The zones are categorized as follows: Zone 1 includes Gautam Buddha Nagar, Ghaziabad, and Hapur; Zone 2 covers Saharanpur and Bulandshahr; Zone 3 consists of Moradabad and Bareilly; Zone 4 includes Agra and Aligarh; Zone 5 covers Lucknow and Ayodhya; Zone 6 comprises Kanpur and Prayagraj; Zone 7 includes Chitrakoot, Vindhya, and Jhansi; Zone 8 covers Varanasi and Azamgarh; and Zone 9 includes Gorakhpur, Basti, and Devi Patan.
Each center will require 10 to 25 acres of land and will be connected via four-lane roads to facilitate easy access. The development and operation of these centers will follow a public-private partnership model, ensuring effective design, construction, financing, and management.
The initiative will also provide foundational skill training to youth from non-technical backgrounds, while those with technical education will receive skill enhancement. Language training will be offered based on the job market’s requirements, both domestically and internationally.
To support students, the centers will feature dormitories, employment offices, and placement cells. Collaboration with recognized agencies will help connect trained youth with job opportunities.
The project is expected to cost approximately ₹1,725 crores over the next three years. Additionally, private developers and training providers may receive viability gap funding as needed. A robust monitoring system will be established at the state, district, and project levels to ensure transparency and effectiveness in implementation.
To enhance the skill training and employment framework, the use of digital dashboards, data analysis, and artificial intelligence will be integrated into the operations, with provisions for selecting suitable technology partners.
