U.S. Decision to Withdraw Troops from Germany Amid Trump-Merz Dispute Raises Questions

Washington, May 2: The United States has decided to withdraw its troops stationed in Germany. Various American media outlets reported this decision on Saturday, citing rising tensions in transatlantic relations following President Donald Trump’s displeasure with German Chancellor Friedrich Merz’s comments regarding Iran. This situation raises the question: Why does Germany still need U.S. troops, and what is the historical context?

The presence of U.S. troops in Germany began during World War II in 1945. After the Nazi regime surrendered, there were 1.6 million American soldiers in the country. Within a year, this number dropped to less than 300,000, primarily managing the occupied territories.

As the Cold War began, the U.S. military presence in Germany continued to decline. During this period, the mission shifted from eradicating Nazism to rebuilding Germany as a stronghold against the Soviet Union. With the establishment of NATO and West Germany in 1949, these military bases became permanent fixtures.

At the height of the Cold War, the U.S. operated around 50 major bases and over 800 locations in Germany, including large airports and barracks, as well as intelligence facilities. Many of these bases closed after the fall of the Berlin Wall in 1989 and the subsequent dissolution of the Soviet Union two years later.

Throughout the 1960s, 1970s, and 1980s, the number of U.S. troops in Germany often exceeded 250,000. Additionally, millions of family members lived in or around these bases, which gradually transformed into self-contained American towns with schools, shops, and cinemas.

According to the U.S. Department of Defense, approximately 68,000 American soldiers are stationed in Europe, with around 36,400 located in Germany alone. These troops are spread across 20 to 40 military installations, depending on how one defines a “base.”

The Stuttgart headquarters serves as the center for the United States European Command and the United States Africa Command, overseeing military operations in Europe and Africa. Additionally, Ramstein Air Base is the main hub for the U.S. Air Force in Europe, housing about 8,500 airmen.

Bases in Bavaria, such as Grafenwoehr, Vilseck, and Hohenfels, rank among the largest U.S. military training areas in Europe. Wiesbaden hosts the headquarters for the U.S. Army in Europe and Africa, while Landstuhl Medical Center is considered the largest military hospital outside the U.S.

Post-Cold War, the role of these military installations has shifted significantly. They are no longer just defense outposts but have become “forward staging” and logistics hubs for U.S. military operations, supporting conflicts in Iraq, Afghanistan, and recent campaigns in the Middle East.

Trump has previously taken a hard stance on U.S. troops in Germany. During his first term in 2020, he labeled Germany a “freeloader” and proposed reducing troop numbers by a third due to Germany’s low defense spending and support for the Nord Stream 2 gas pipeline.

However, this announcement surprised the Pentagon, NATO, and German officials, as no formal information had been shared prior. The plan involved recalling some troops to the U.S. while deploying others to Poland and Italy.

This move faced bipartisan opposition in Congress and significant logistical challenges. Subsequently, President Joe Biden halted the plan in 2021 and ultimately canceled it.

Currently, the presence of U.S. troops in Germany is viewed as a crucial component of not only European security but also America’s global military strategy. The escalating rhetoric between Trump and Merz has made this issue even more sensitive, potentially impacting U.S.-European relations and the global security balance in the future.
