Hyderabad, March 3: The Chief Secretary of Telangana, K. Ramakrishna Rao, held a review meeting regarding the preparations for the upcoming census in the state. The meeting included the Director of Census Operations, Bharti Holikeri, and all district collectors. They assessed the preparations for the census process and discussed operational methods in detail.
The Chief Secretary addressed the district collectors, stating that the 2027 census will be the country’s first fully digital census, marking a historic milestone. He explained that this time, the entire counting process will be conducted through a dedicated mobile application. This will allow for immediate data entry, enhance data accuracy, ensure transparency, and expedite information processing.
According to a government press release, the House Listing Operation (HLO) will commence across the state on May 11. This operation will involve collecting basic information from families door-to-door.
A new digital initiative will also be introduced. Fifteen days before the HLO begins, a self-enumeration facility will be made available. Citizens will be able to fill in their information on a designated online platform. The government anticipates that this dual approach will accelerate the process and increase public participation.
The Chief Secretary instructed all district collectors to ensure that the entire geographical area of the state is covered during the census. He emphasized that no household, settlement, remote area, tribal region, or urban slum should be overlooked. Special attention was requested for migrant and sensitive areas to ensure the census is fully inclusive.
He also noted that the success of the census largely depends on the preparedness of field staff. Therefore, a well-organized and high-quality training system for enumerators and supervisors must be ensured. He stressed that for the digital census to succeed, staff must be technically proficient and thoroughly trained.
The Chief Secretary directed officials to adhere strictly to the timelines and maintain the highest standards of data quality. He insisted on ensuring transparency throughout the process and effectively utilizing technology at every stage to facilitate uninterrupted progress.
District collectors were advised to continuously monitor preparation activities and proactively identify and resolve any logistical or operational issues to ensure the census is completed on time and smoothly.
Director of Census Operations, Bharti Holikeri, provided a detailed overview of the operational framework during the meeting. She mentioned that a structured training model has been developed for capacity building from the state level to field-level officials. This training system will ensure that all relevant staff are trained in phases to better fulfill their responsibilities.
She also highlighted that an advanced digital system will be used for data collection, including mobile-based applications and a backend monitoring system, which will help collect data securely and efficiently. This system will also enable officials to monitor in real-time and implement necessary improvements promptly.
The meeting included detailed information about field-level preparations, such as finalizing census blocks, verifying jurisdiction boundaries, ensuring the availability of necessary equipment and devices, and coordinating with local authorities. Officials were instructed to complete all these preparations in a timely manner to ensure the census is successfully conducted without any interruptions.
