Raghav Chadha Advocates for Right to Recall in Parliament

New Delhi, February 11: Raghav Chadha, a member of the Rajya Sabha from the Aam Aadmi Party (AAP), has called for the implementation of a ‘Right to Recall’ system in Parliament. This system would allow voters to remove elected representatives before their term ends.

Chadha emphasized the lack of accountability among MPs and MLAs in India, stating that this needs to change. During the Zero Hour, he pointed out a significant flaw in the current system: before elections, leaders are accountable to the public, but after elections, the public becomes accountable to the leaders. He argued that in today’s fast-paced world, a five-year term is excessively long. Choosing the wrong leader could lead to a bleak future for millions and entire regions.

He asserted that voters should have the right to correct their mistakes. Chadha described the ‘Right to Recall’ not as a weapon against leaders, but as a “safeguard for democracy.” He cited examples from the Constitution and existing laws, such as the impeachment of the President, removal of the Vice President and judges, and the no-confidence motion against the government. He questioned why the public should not have the right to remove underperforming MPs and MLAs.

Chadha noted that this system exists in over 24 democratic countries, including Canada and Switzerland. He referenced the case of California Governor Gray Davis, who was removed from office in 2003 after 1.3 million signatures led to a special election where 55% of voters agreed to his removal due to issues like the energy crisis and budget mismanagement.

He also mentioned that similar provisions exist at the local level in India, where representatives in Karnataka, Madhya Pradesh, Maharashtra, and Rajasthan can be removed through village assemblies. To prevent misuse, he suggested that the recall process should only begin after at least 18 months of a term, with clear grounds for removal and the consent of at least 50% of voters. He believes this would encourage parties to nominate better candidates, remove non-performing leaders, and strengthen democracy.
