Ranchi, May 4: The Jharkhand government has adopted a strict stance following the tragic deaths of a mother and her newborn during childbirth at the Rajnagar Community Health Center (CHC) in the Saraikela-Kharsawan district. The Department of Health, Medical Education, and Family Welfare has suspended Dr. Shivlal Kunkal, the officer in charge, for gross negligence.

In an order issued by Joint Secretary Chhavi Ranjan, it was made clear that such insensitivity and negligence in healthcare services will not be tolerated. The incident occurred when Binita Banra, a resident of Hatisiring village and a health worker herself, was admitted for delivery at the Rajnagar CHC.

Family members have alleged that the hospital experienced a power outage during the delivery, forcing staff to attempt the procedure using the light from a mobile phone torch. There were neither adequate medical supplies nor timely sensitivity shown by the nursing staff, leading to the unfortunate deaths of both the mother and the newborn.

Following the incident, angry relatives and local residents protested at the hospital premises, demanding action against those responsible. Joint Secretary Chhavi Ranjan emphasized that the department is taking the deaths of the mother and child very seriously.

He noted that all CHCs in the state receive ₹10 lakh annually under the Chief Minister’s Hospital Maintenance Scheme to ensure proper maintenance of electricity and other essential facilities. The fact that a delivery had to be conducted under the light of a mobile torch, coupled with a lack of resources, is both tragic and serious.

During the suspension period, Dr. Shivlal Kunkal has been assigned to Chaibasa, where he must report daily and cannot leave without permission. Additionally, he is required to submit a self-declaration stating that he is not engaged in any private practice or business during this time, after which he will receive his livelihood allowance as per regulations.
