Government Approves 41 Biogas Cylinder Filling and Storage Plants Amid Ongoing Conflict

New Delhi, April 22: Amid ongoing conflict in West Asia, the central government announced on Wednesday the approval of 41 biogas cylinder filling and storage plants, with licenses granted for 14 of these facilities.

An official statement from the Ministry of Petroleum and Natural Gas revealed that the Petroleum and Explosives Safety Organization (PESO) received a total of 467 applications for compressed natural gas (CNG) and compressed biogas (CBG) stations. These applications were prioritized and processed between March 25 and April 21.

According to the petroleum ministry, out of these 467 cases, 157 were issued final licenses, while 38 received preliminary approval for the construction of new CNG/CBG stations.

PESO has implemented several safety and support measures to maintain fuel and gas availability during the current crisis. Temporary storage exemptions for Superior Kerosene Oil (SKO) have been granted, allowing storage of up to 2,500 liters, with a one-time exemption of up to 5,000 liters to ensure continued supply to end consumers under the Public Distribution System (PDS).

The ministry also reported a complete ban on the export of ammonium nitrate on March 18 to ensure domestic availability. Guidelines were issued to allow LNG to be filled in cryogenic cylinders, enhancing the flexibility of fuel supply.

On March 20, PESO directed that applications related to CNG stations and decompression units be processed within 10 days to expedite infrastructure development. Additionally, on March 14, permission was granted for unloading LPG at the Porbandar jetty to address supply issues swiftly.

To enhance transparency, PESO released a list of approved container manufacturers and their capacities for PDS kerosene and diesel supply on its website on April 1, 2026. Furthermore, a temporary six-month exemption was granted for the approval process of CNG/CBG compressors to facilitate the rapid establishment of new stations.

The Department for Promotion of Industry and Internal Trade (DPIIT) is also taking measures to support the manufacturing sector amid the ongoing situation in West Asia, ensuring the continuity of industrial activities and stabilizing the supply chain.

These initiatives aim to ensure the continuous availability of fuel and essential resources while mitigating challenges faced by industries.
