
The Enforcement Directorate (ED) Indore Sub-Regional Office has filed a charge sheet against Rajesh Kothari, a health officer from Ujjain, in a special court dealing with Prevention of Money Laundering Act (PMLA) cases.
The complaint was registered on November 28, 2025, under Section 3 of the PMLA, 2002, which is punishable under Section 4 of the same Act. Notices were issued to the accused on December 16, 2025. The investigation began following a First Information Report (FIR) dated July 16, 2011, and a subsequent charge sheet filed by the Ujjain Lokayukta Police’s Special Police on March 12, 2020.
Charges have also been framed under Sections 13(1)(e) and 13(2) of the Prevention of Corruption Act, 1988.
Rajesh Kothari, who has held various posts in the Indore Municipal Corporation including Assistant Health Officer, Health Officer, and Removal Officer, is accused of acquiring disproportionate assets worth ₹2.51 crore in the names of himself and his family members, according to an official ED press release.
The ED investigation revealed that Kothari amassed significant movable and immovable assets through corrupt means and failed to provide satisfactory explanations regarding the source of funds used to acquire these assets.
The probe further showed that Kothari and his family members deliberately earned, retained, used, and concealed the proceeds of crime, and attempted to present them as legitimate property.
During the investigation, two immovable properties valued at ₹1.30 crore were identified as having been allegedly purchased with the proceeds of crime. These properties have been provisionally seized under the provisions of the PMLA.
Filing the prosecution complaint against Rajesh Kothari marks a significant step in legal action, underscoring the ED’s commitment to tackling corruption and financial crimes.
The agency has stated that the investigation is ongoing, indicating that further disclosures may emerge as the case progresses.
