New Delhi, August 3: The Rajya Sabha faced another disruption on Monday, with the Question Hour being suspended due to uproar. Opposition members demanded a discussion under Rule 267 regarding issues related to recent student protests, leading to the suspension of legislative proceedings.
As the session commenced, opposition members began shouting slogans and soon left their seats to protest. In response to the chaos, Chairman C.P. Radhakrishnan urged the members to return to their seats. However, the opposition continued their demands vocally. Seeing the escalating turmoil, the Chairman suspended the proceedings until 2 PM.
The Lok Sabha also experienced similar disruptions, resulting in the suspension of its proceedings until 2 PM as well. Continuous shouting from opposition members characterized the Rajya Sabha session, with many approaching the Chairman’s podium to insist on a discussion under Rule 267. The Chairman had previously rejected this request.
On Monday, the Chairman reiterated that notices submitted under Rule 267 were not accepted. Several members were seen protesting with placards, prompting the Chairman to express his displeasure, stating it violated parliamentary rules. Despite this, the protests persisted, and after the rejection of the Rule 267 notice was announced, the uproar intensified.
In the midst of the growing chaos, Chairman C.P. Radhakrishnan decided to suspend the Rajya Sabha proceedings. Earlier, Leader of the Opposition Mallikarjun Kharge had stated that opposition members submitted notices seeking discussions under Rule 267. They aimed to address issues such as the police’s use of force against protesting students.
However, the Chairman maintained that Rule 267 had been rejected, emphasizing that this decision had been communicated multiple times before. It is noteworthy that during the ongoing monsoon session of Parliament, most of the time allocated for Question Hour and Zero Hour has been lost to disruptions. Monday’s session continued this trend, with the Question Hour in the Rajya Sabha once again falling victim to chaos.
