Delhi Launches Talent Hunt Scheme to Empower Youth

New Delhi, May 20: Chief Minister Rekha Gupta announced the launch of the ‘Talent Hunt Scheme – Soaring Aspirations 2026-27’ on Wednesday. She emphasized that this initiative is not just a competition but a powerful platform to recognize, nurture, and elevate the talents of Delhi’s youth to a national level.

During a press conference held at Jan Seva Sadan, the Chief Minister unveiled the official logo for this ambitious scheme. She noted that the logo symbolizes the dreams, creativity, and soaring confidence of Delhi’s youth. The Minister of Art, Culture, and Language, Kapil Mishra, was also present at the event.

Chief Minister Rekha Gupta stated that the Delhi government believes every young person possesses talent, and what they need is the right opportunity and platform. This scheme, implemented by the Department of Art, Culture, and Language, aims to provide Delhi’s youth with a chance to showcase their skills, boost their confidence, and create a distinct identity. Additionally, it will promote Delhi’s rich cultural heritage and modern creativity.

The objective of this initiative is not only to discover talent but also to create a platform that fosters accessibility, inclusivity, diversity, and opportunities for self-employment and self-reliance among talented youth. The Chief Minister mentioned that this initiative will offer equal opportunities to young people from various social and economic backgrounds, guiding their creative potential in new directions.

According to the Chief Minister, the scheme will be implemented across all 70 assembly constituencies in Delhi, with a budget allocation of ₹10 crores. Approximately 25,000 young individuals will have the opportunity to participate in various phases of the program. The entire process will be conducted transparently, systematically, and in phases to ensure equal opportunities for every participant. Young people aged 16 to 35 can register for free through an online portal starting Tuesday. This portal will also provide registration details, program information, and regular updates.

The competition will feature seven major categories, including classical, folk, and non-classical music in the singing category. The dance category will include classical, folk, and modern/non-classical dance. Participants will also have the chance to showcase their talents in fine arts, digital art, sculpture, pottery, music composition, instrumental music, and acting and theater.

The Chief Minister further explained that the program will unfold in four phases. The first phase will involve online registration and the screening and shortlisting of applications across all seven categories. Approximately 24,500 participants will be selected from all 70 assembly constituencies for the next phase. The second phase will consist of 35 cluster-level competitions, with two assembly constituencies included in each cluster. A total of 2,450 participants will be selected from various categories in this phase. The third phase will feature four zonal-level competitions for the selected participants, where the best from each category will be chosen. Finally, the grand finale will take place in August, featuring 28 finalists competing for prizes in all seven categories. Each finalist will also receive recognition.

In evaluating participants, 25% of the weightage will come from online voting by the public, while 75% will be based on assessments by a panel of experts. The jury will consist of experienced and reputable professionals from the respective fields. The grand finale will be a grand event, inviting renowned Bollywood artists and celebrities.

The first-place winner will receive ₹2.5 lakhs, the second-place winner will get ₹2 lakhs, the third-place winner will earn ₹1.5 lakhs, and the fourth-place winner will receive ₹1 lakh. Additionally, all selected and outstanding participants will be honored with certificates, awards, shields, and medals.

The Chief Minister stated that ‘Soaring Aspirations’ is not just a talent search program but a platform for Delhi’s youth to establish their identity on national and international stages. These talented individuals will later be engaged as ‘brand ambassadors’ in various social campaigns, enabling them to become agents of positive change in society. She urged young people to give their dreams new wings and make the most of this opportunity provided by the Delhi government.

On this occasion, Minister Kapil Mishra remarked that under the leadership of Prime Minister Narendra Modi and Chief Minister Rekha Gupta, Delhi is becoming a ‘Creative Capital’ and ‘Youth Capital.’ Following the grand and successful International Film Festival of Delhi, the city is now ready for significant events like the ‘Delhi Talent Hunt – Soaring Aspirations.’ This initiative will provide Delhi’s youth with a golden opportunity to showcase their art, creativity, and skills on a larger platform, paving the way for self-reliance. The aim of the Delhi Talent Hunt is not only to discover talent but also to provide proper guidance, recognition, and opportunities.
