China Strengthens Intellectual Property Protection, Achieves Record Satisfaction Levels

Beijing, May 9: China’s National Intellectual Property Administration has released a white paper titled “Intellectual Property Protection Status in China 2025.” The report highlights significant improvements in intellectual property protection outcomes in 2025. The capacity and level of intellectual property governance have consistently increased, with public satisfaction scores reaching an all-time high of 82.81 points.

Judicial protection has been notably strengthened. Courts across the country accepted 473,000 new first-instance civil cases related to intellectual property. Prosecution authorities reviewed 6,220 cases of intellectual property violations, while public security authorities investigated 26,000 related criminal cases. Market supervision departments resolved 37,000 cases of intellectual property infringement, and management departments addressed 9,341 administrative cases related to patent disputes.

The protection system has also seen rapid improvements. The foreign intellectual property dispute resolution guidance platform assisted enterprises in recovering losses amounting to 2.75 billion yuan throughout the year.

Significant progress has been made in institutional development as well. Legal guarantees for intellectual property rights in China have been continuously strengthened. Throughout the year, 18 laws, regulations, and rules were amended or established, alongside the issuance of two judicial interpretations. The newly revised Anti-Unfair Competition Law and regulations on the protection of new plant varieties have officially come into effect. Additionally, the “State Council Regulations on the Settlement of Foreign Intellectual Property Disputes” have been published and implemented.

Furthermore, a revised draft of the trademark law passed its first review by the Standing Committee of the National People’s Congress.

Improvements have also been observed in the quality and efficiency of the approval and registration processes. By the end of 2025, the number of valid invention patents in China reached 6.318 million, marking an 11.1% increase compared to 2024. The number of valid registered trademarks rose by 6.5% to 53.032 million. The total annual copyright registrations stood at 10.677 million. Additionally, 5,066 geographical indication products were recognized. Throughout the year, there were 17,104 applications for new plant variety rights, reflecting a 15.26% increase year-on-year.
