Shimla, August 21: The political controversy surrounding the alleged disrespect of the national anthem in the Himachal Pradesh Assembly is escalating. BJP leader and former Assembly Speaker Vipin Singh Parmar has dismissed accusations made by Congress, asserting that BJP legislators showed full respect for the anthem and demanded the complete rendition of ‘Vande Mataram’ as per protocol.
In an exclusive interview, Parmar stated that when the Assembly Speaker announced the commencement of proceedings with the national anthem, BJP legislators stood in their places and honored the anthem appropriately. Following this, they returned to their seats and requested to raise a point of order according to the rules. He emphasized that BJP members remained calm throughout the session and questioned where the alleged disrespect occurred.
Parmar highlighted that a video of the incident is available, showcasing the behavior of BJP legislators during the national anthem. After the anthem, they resumed their seats and subsequently sought to raise a point of order. Recently, the Ministry of Home Affairs issued guidelines regarding the protocol for the national song. The BJP insisted that these guidelines be adhered to.
The BJP leader stated that their primary demand was to sing the national song ‘Vande Mataram’ in its entirety, including all six stanzas. They repeatedly attempted to raise this point of order during the session. When their request was denied, BJP legislators respectfully chanted ‘Vande Mataram.’ They later learned that the Assembly proceedings were adjourned until 11 AM the following day, after which they addressed the media regarding the incident.
Parmar accused the Assembly of not accepting the BJP’s demand concerning the national song. The notification issued by the Ministry of Home Affairs mentions the respect and protocol associated with the national song. He also claimed that disrespecting the national song or preventing anyone from reciting it is a serious issue, with legal provisions for punishment. However, he refrained from making personal comments on the Speaker’s conduct, acknowledging their legal expertise and ability to manage the Assembly effectively.
Vipin Singh Parmar urged Chief Minister Sukhu to show magnanimity on this issue. He stated that the central government and the Ministry of Home Affairs represent the people of the nation, and adherence to rules made in the national interest is essential. While political differences exist, all parties should respect protocols and traditions regarding national songs and anthems. The responsibility of establishing new traditions also lies with the elected state government, which should take positive initiatives in this direction.
In a counter to Congress, the BJP leader referenced a purported incident related to August 15, suggesting that Congress leaders owe the public an explanation and an apology on this matter. He emphasized that ‘Vande Mataram’ embodies the spirit of protecting and improving the motherland, viewed by millions as a commitment and respect for the nation. He noted the historical context of ‘Vande Mataram,’ recalling changes made during the Congress National Convention in 1937, asserting that it is time to advance new traditions.
Parmar stated that he is not in a position to demand action against anyone, but the people of Himachal Pradesh and the country are observing the entire incident. He remarked that the Himachal Pradesh Assembly is known for its democratic and parliamentary traditions, where elected representatives work together to uphold these traditions. Any issue should be raised with the dignity of the House rather than as a political confrontation. He called on Congress to clarify their stance and apologize regarding this matter.
Parmar also questioned the adjournment of the Assembly proceedings until 11 AM the next day, deeming it unreasonable. He pointed out that legislators are elected by the public and have the responsibility to raise significant issues from their constituencies in the Assembly. BJP legislators wanted to address youth-related issues, present condolences, and discuss health matters, but the adjournment prevented them from doing so.
