Uttar Pradesh Sets an Example in Administrative Reforms, Says Union Minister Jitendra Singh

Union Minister Jitendra Singh praises Uttar Pradesh for its exemplary administrative reforms and capacity-building initiatives.

Lucknow, October 23 (Daily Kiran) : Union Minister Jitendra Singh emphasized that under Prime Minister Narendra Modi’s leadership since 2014, significant efforts have been made to prioritize administrative reforms. These initiatives aim to enhance citizen trust while making government services more straightforward, transparent, and accountable.

During a regional workshop in Lucknow, Singh noted that Uttar Pradesh has showcased remarkable performance in adopting these reforms and developing capacity, positioning itself as a national model. The state achieved first place under the Mission Karmayogi initiative and completed the highest number of training courses on the “I-Got Karmayogi” platform, marking significant milestones.

Expressing gratitude to Chief Minister Yogi Adityanath for his support, Singh highlighted the critical role of the administration’s cooperation and the Chief Minister‘s personal involvement in ensuring the smooth execution of programs.

Since the establishment of the central government in 2014, steps have been taken to eliminate the requirement for document verification by gazetted officers and to enhance transparency in government recruitment processes. Following the Prime Minister’s call, measures have been initiated to abolish interviews in recruitment to reduce biases in the selection process.

Singh also mentioned various initiatives, including employment fairs, the Centralized Public Grievance Redressal and Monitoring System (CPGRAMS), and the Digital Life Certificate, which utilizes biometric and facial recognition technology to ease the process for pensioners.

He stressed the need to transition from a “rule-based” approach to a “role-based” methodology in administration. The Mission Karmayogi and I-Got Karmayogi platforms embody this vision. With over 1.9 million registered users from Uttar Pradesh on the I-Got Karmayogi platform, the state has completed numerous training courses on topics such as yoga and artificial intelligence. Additionally, more than 350 training institutions in Uttar Pradesh are now registered on the Unnati portal.

Singh affirmed that under Chief Minister Yogi Adityanath’s leadership, Uttar Pradesh will continue to serve as a national role model for good governance and administrative capacity development. He commended the efforts of the state government, officials, and training institutions, asserting that Uttar Pradesh’s experiences could inspire other states.

Addressing the workshop, Chief Secretary S.P. Goyal remarked that the success of government schemes is measured not by their quantity but by how effectively, transparently, and equitably they benefit the common citizen.

He reported that over 1.9 million personnel have registered on the e-portal, completing approximately 37.5 million courses and logging over 4.7 billion learning hours.

Goyal praised the contributions from all departments, officials, and staff for this achievement. He noted that Uttar Pradesh’s more than 350 registered training institutions and units on the Unnati portal represent the highest in the country.

He added that, in line with Chief Minister Yogi Adityanath‘s directives, there is a push to incorporate artificial intelligence and new technologies in administration. S. Radha Chauhan, chair of the Capacity Building Commission, stated that to achieve the goal of a developed India, it is crucial to create capable, skilled, and citizen-centric civil services. This requires transforming the role-based training system under Mission Karmayogi into a competency-based framework.

Chauhan mentioned that initiatives such as the Unnati campaign, Karmayogi Duty Program, and Karmayogi Quality Framework were launched during the Sadhana Week in April. The Karmayogi Duty Program aims to foster a service-oriented mindset, particularly among frontline workers, while the Quality Framework seeks to ensure the quality of training. The regional workshop emphasized enhancing the capacity of training institutions and adopting modern training methodologies to build an effective administrative system capable of meeting future challenges.
