Chief Minister Yogi Adityanath Advocates for Improved Citizen Services in Uttar Pradesh
CM Yogi Adityanath emphasizes the need for timely citizen services and accountability in public administration during a recent workshop.

Lucknow, October 23 (Daily Kiran) : Chief Minister Yogi Adityanath of Uttar Pradesh has expressed concern over the challenges faced by citizens who must navigate multiple offices for basic services. He stated that such experiences raise serious questions about the efficiency of the system. If a senior citizen, youth, woman, farmer, or anyone in need leaves empty-handed without timely solutions, then the essence of public service is lost. He emphasized that citizen satisfaction is the true report card for any public servant.
Speaking at a regional workshop of the ‘Sadhana Shreni’ under Mission Karmayogi at Lok Bhawan, Adityanath announced three key initiatives. These include developing the Dr. Ram Manohar Lohia Uttar Pradesh Academy of Administration and Management (UPAM)
The Chief Minister noted that the goal of training should not merely be to obtain certificates, but to ensure timely resolutions to citizen issues, simplify processes, and improve public services. This workshop, organized jointly by UPAM and the Government of India’s Capacity Building Commission, saw participation from officials and representatives from eight states and four Union Territories.
Adityanath highlighted ongoing issues, such as elderly citizens needing to repeatedly visit government offices for pensions. He remarked that the timely resolution of even minor problems faced by ordinary citizens should be a priority for the administration. He criticized the bureaucratic delays in addressing issues, stating that both the incompetence of individuals in responsible positions and the negligence of officials are detrimental to public service.
He urged the Capacity Building Commission to assist in developing UPAM
Moreover, he stressed the importance of enhancing the capabilities of personnel in gram panchayats, urban panchayats, municipal councils, and municipal corporations. Strengthening local bodies is essential for achieving the goals of a developed India and self-reliance. He reiterated that panchayats and urban local bodies are fundamental units of governance, and their efficiency must be improved to ensure that the benefits of government schemes reach the grassroots level.
Adityanath also called for collaboration between the Capacity Building Commission and UPAM to link the achievements and performance of officials to their annual confidential reports (ACRs) and promotions. This approach aims to assign responsibilities in line with personnel qualifications and ensure the right individuals are placed in the right positions.
Under the guidance of Prime Minister Narendra Modi, Mission Karmayogi represents a national campaign aimed at transforming the culture of public service. Currently, over 1.9 million government employees in Uttar Pradesh are registered on the IGOT Karmayogi portal, with nearly 40 million training courses completed. More than 334 training institutes in the state are connected to the Unnati portal. However, Adityanath emphasized that the true success of training should be assessed by improvements in decision-making, simplification of processes, and the quality of service provided to citizens.
He recounted an incident in Gorakhpur where he had instructed engineers to upgrade a two-lane road to four lanes. Instead, the engineers elevated the road by nearly three meters, disrupting access for local residents. Upon receiving complaints, he visited the site and directed that the road be constructed according to its original purpose. This situation highlighted the necessity for practical understanding and responsiveness to citizens’ needs. He concluded that merely obtaining degrees and appointment letters does not qualify someone as a competent engineer or capable officer; the ability to adopt new technologies and make context-appropriate decisions is vital.
Adityanath noted that Uttar Pradesh has moved beyond policy stagnation, developing 36 sectoral policies across various fields. The efforts of the Capacity Building Commission and Mission Karmayogi have played a significant role in this transformation. The Unnati portal serves as a platform for training institutes to share their experiences, expertise, and best practices.
