The travel advisory places Venezuela at the highest risk level, Level 4, recommending against all travel to the country. The reasons cited include risks of wrongful detention, torture during custody, terrorism, kidnapping, arbitrary application of local laws, crime, civil unrest, and inadequate healthcare facilities.
