Punjab CM Bhagwant Mann Calls for Investigation into Voter Fraud Allegations
Punjabs CM Bhagwant Mann demands the cancellation of the Special Intensive Review, citing threats to democracy from voter manipulation.

Chandigarh, October 23 (Daily Kiran) : Punjab Chief Minister Bhagwant Mann expressed serious concerns about “voter fraud,” labeling it a threat to Indian democracy. Speaking in the Assembly, he urged for the cancellation of the Special Intensive Review (SIR) of voter lists, calling for a thorough investigation into the process and strict action against those responsible for any irregularities.
Mann accused the Bharatiya Janata Party (BJP) of manipulating voter lists, alleging that they were adding votes in their favor while removing those of the opposition. He claimed that elections in states like Bihar, West Bengal, Haryana, and Maharashtra have been won through such “voter theft.”
He emphasized that the current situation allows the BJP government, elected by the public, to dictate who can vote. Mann warned that a dictatorship is overshadowing the four pillars of democracy.
Following his speech, the Assembly passed a resolution against the SIR by voice vote, reflecting the state’s resistance to what Mann termed “tyranny” and a threat to citizens’ voting rights.
During the discussion on protecting voting rights under the ongoing SIR, Mann stated that Punjab is taking a leading role in condemning this process. He stressed that every eligible citizen should be able to exercise their voting rights without fear of arbitrary exclusion.
“Voting rights are not a gift from any government. They are the foundation of democratic participation, and no eligible citizen should face unnecessary difficulties or be unjustly deprived,” he remarked.
The Chief Minister pointed out that the Constitution, envisioned by B.R. Ambedkar, guarantees equality, dignity, and political participation for every citizen. He raised concerns about the removal of names from voter lists affecting certain societal groups and demanded complete transparency and fairness in the voter list amendment process.
Mann insisted that any process determining who can vote must be transparent, fair, and accountable, stating that protecting each eligible citizen’s voting rights is essential for safeguarding the foundation of Indian democracy.
He questioned why objections arose only after protests began in the constituency and why the Election Commission has only recently decided to formally document its meetings.
Referencing disagreements among election commissioners regarding decision-making processes, Mann called for the highest standards of public scrutiny. He also criticized the central government led by the BJP for its handling of investigative agencies like the Enforcement Directorate and the Central Bureau of Investigation.
He asserted that constitutional and investigative institutions must operate independently and free from political pressure.
Mann posed a critical question: “Will India remain a democracy where every vote matters, or will we allow a system where those in power decide whose voice deserves to be heard?”
Additionally, he expressed concern over the central government’s attitude towards Punjab’s efforts to attract international investment. He is working to position Punjab as a preferred investment destination, highlighting the state’s industrial potential, skilled workforce, and entrepreneurial spirit.
However, he noted that obstacles have arisen in proposed foreign trips aimed at promoting investment opportunities, raising questions that require thorough investigation.
Mann also emphasized the need for transparency and accountability in the functioning of customs establishments, stating, “Punjab’s economic progress should not be held hostage to political differences. Investment, jobs, and prosperity are directly linked to our youth’s future, and every effort to attract investment and create opportunities should be encouraged.”
