Odisha Metro Project Revival Urged by MP, Citing Jaipur Model

New Delhi, April 9: Rajya Sabha MP Sasmit Patra has written to Odisha Chief Minister Mohan Chandra Majhi, urging the revival of the Odisha Metro Project. He referenced the funding model used for the Jaipur Metro as a successful example that could be adapted for Odisha.

In his letter, Patra noted that on April 8, the central government’s cabinet approved Phase-2 of the Jaipur Metro under the Metro Rail Policy 2017. This project spans approximately 41 kilometers and has a budget exceeding ₹13,000 crores. It will be implemented through a special purpose vehicle (SPV) with a 50:50 partnership between the central and state governments, along with additional funding.

He emphasized that this model serves as a clear example of how large infrastructure projects can be efficiently completed through collaboration between the central and state governments. A similar approach could be adopted to advance the Odisha Metro Project.

The Odisha Metro aims to connect Bhubaneswar, Cuttack, Khurda, and Puri, with an estimated cost of around ₹6,255 crores set for 2024. Initially, it was planned to be fully funded by the state government, but it could now be revised to follow the Jaipur model. According to this model, the central and state governments could each contribute ₹3,100 crores, while the remaining funds could be sourced through other financial means.

Patra stated that if the central government can support the Jaipur Metro Project, which costs over ₹13,000 crores, then the Odisha project, with a budget half that amount, should be easily feasible. He warned that halting this project would negatively impact the state’s transportation system and economic development.

He explained that the metro corridor connecting Puri, Khurda, Bhubaneswar, and Cuttack would provide residents with faster, safer, and more comfortable travel. This would enhance access to education and job opportunities for students and young people while making travel easier for the elderly. Additionally, it would boost tourism, support small businesses, and alleviate traffic congestion in urban areas.

Patra urged the Chief Minister to reconsider the decision to cancel the Odisha Metro Project and to collaborate with the central government to adopt the Jaipur model, thereby accelerating the state’s development.
