Imphal, August 5: Manipur Chief Minister N. Biren Singh met with the Inspector General of the Indo-Tibetan Border Police (ITBP), Klay Khongsai, on Wednesday to discuss issues related to internal security, law enforcement, and civil-military action programs in the state.
A senior official from the Chief Minister’s Office (CMO) reported that during the meeting held at the Civil Secretariat, the IG informed the Chief Minister about ongoing initiatives aimed at maintaining law and order, enhancing internal security, and supporting local communities through civil action programs.
In various posts on social media, Chief Minister Singh stated, “Today, I met with IG Klay Khongsai at the Secretariat. We discussed matters concerning internal security, law enforcement, and civil-military actions in the state.”
He expressed appreciation for the ITBP’s steadfast role in enhancing public safety and commended its civil action programs, which continue to foster community trust through meaningful welfare and healthcare initiatives.
The Chief Minister further emphasized, “The state government is committed to close coordination with all security agencies to ensure lasting peace, stability, and public welfare.”
Singh reiterated that the ITBP is dedicated to strengthening public safety, and its impactful civil action programs have played a crucial role in building community trust through various welfare, healthcare, and outreach initiatives.

Since ethnic violence erupted in the state on May 3, 2023, a significant number of ITBP personnel have been deployed across Manipur to assist civil administration in maintaining law and order and ensuring public safety, alongside the Army, Assam Rifles, and Central Reserve Police Force (CRPF).
Khongsai, a 1996 batch IPS officer from the Manipur cadre, served as the Additional Director General of Police in the state before being appointed as IG of ITBP by the Ministry of Home Affairs in August 2023.
Meanwhile, security forces have arrested six alleged drug traffickers, including a hardcore militant and three women, during various joint operations in Manipur over the past 24 hours. They also seized drugs, explosives, cash, and vehicles.
A senior police officer reported that a member of the banned People’s Liberation Army (PLA) was arrested in the Thangmeiband Khuyathong Polem Leikai area of Imphal West district. The arrested militant was identified as Thokchom Sanju Meitei, alias Luwang, aged 26.
Two powerful grenades were recovered from him. In another operation, security personnel arrested six suspected drug traffickers, including three women, during a search in the Lilong Haoreibi Lou Manga area of Thoubal district. During this operation, security forces seized 12 grams of heroin, 22 highly potent methamphetamine tablets, a Royal Enfield motorcycle, a Honda Dio scooter, and ₹37,820 in cash.
The arrested individuals have been handed over to the respective police stations for further legal action along with the seized contraband, explosives, and vehicles. Police reported that investigations are ongoing to trace the network and potential links of the arrested individuals to drug trafficking and terrorist activities.
