UP Excise Policy Emerges as National Benchmark, Draws Attention from Multiple States

Lucknow: Uttar Pradesh’s excise policy has become a national model, recognized for its visionary and transparent approach that has significantly boosted the state’s revenue. This policy has now attracted the attention of several other states across India.

Due to consistent record growth in excise revenue, the effectiveness of Uttar Pradesh’s excise policy is being noticed well beyond state borders. Commissioners and senior officials from over six states, including Karnataka, Maharashtra, Madhya Pradesh, Odisha, Punjab, Jharkhand, and Himachal Pradesh, have visited Uttar Pradesh to study the policy in detail.

Comprehensive Approach to Revenue and Transparency

The policy, developed through the state government’s efforts, focuses not only on increasing revenue but also on ensuring transparency, technological innovation, strict control over illegal liquor, and safeguarding consumer interests. As a result, Uttar Pradesh stands among the leading states in excise revenue collection nationwide.

Interstate Collaboration and Knowledge Sharing

Excise Commissioner Adarsh Singh explained that over the past two years, officials from various states have toured Uttar Pradesh to understand the policy and explore its applicability in their regions. These visits included detailed discussions with Uttar Pradesh’s excise commissioner and department officials, focusing on policy formulation, e-governance, licensing processes, and monitoring systems that have enabled consistent revenue growth.

Officials from Karnataka, Maharashtra, Madhya Pradesh, and Odisha praised the policy’s practical and revenue-centric nature. Many states have expressed interest in reforming their excise frameworks inspired by Uttar Pradesh’s model.

Technology and Monitoring: A Key to Success

During their visit, interstate excise officials inspected the state’s distilleries and liquor outlets to understand the monitoring mechanisms from production to sales and how illegal activities are curbed.

The visitors particularly appreciated Uttar Pradesh’s digital tracking system, e-lottery method for shop allocation, barcoding, and stock management systems. These measures have not only increased revenue but have also effectively controlled corruption and irregularities.

This recognition marks an important milestone for Uttar Pradesh as a leader in excise policy innovation and implementation, serving as a guide for other states aiming to improve their excise revenue systems.
