Trump Declares Cuba a Serious Threat, Orders New Tariff System

Washington, January 30 – US President Donald Trump has declared Cuba an unusual and serious threat to the United States. In response, he has announced a national emergency and ordered the implementation of a new tariff system. This system allows for additional duties on countries supplying oil to Cuba.

In an executive order signed at the White House, Trump stated that the policies and actions of the Cuban government pose a threat to US national security and foreign policy. He emphasized the need for urgent measures under existing laws to address this threat.

Trump said that as President, it is his duty to protect the country’s security and foreign policy. He described the situation involving Cuba as an extraordinary and serious threat originating largely from outside the United States.

The order accuses Cuba of supporting several countries and organisations hostile to the US, including Russia, China, Iran, as well as groups like Hamas and Hezbollah. Trump claimed Cuba openly shelters these dangerous enemies and invites them to establish advanced military and intelligence capabilities on its territory, directly threatening US national security.

He further alleged that Russia operates its largest foreign intelligence centre in Cuba and that Cuba’s military and defense ties with China are steadily increasing.

The executive order also states that Cuba provides refuge to international terrorist organisations such as Hamas and Hezbollah, enabling them to strengthen their economic, cultural, and security networks in the region, which could undermine stability in the Americas.

Trump accused Cuba of long-standing support to other hostile nations by providing military and security assistance, undermining US and international sanctions. He also condemned Cuba’s communist government for promoting terrorism, illegal migration, and violence, destabilising the region, and oppressing its own citizens.

The order details human rights abuses by the Cuban government, including persecution and torture of political opponents, deprivation of freedom of speech and press, profiting from the suffering of its people, and other violations. It cites retaliatory actions against families of political prisoners, harassment of religious groups, restrictions on civil society, and limits on freedom of expression both online and offline.

Trump declared, “The United States will not tolerate the communist Cuban government’s abuses.” He vowed to protect US foreign policy, national security, and interests while supporting the Cuban people’s aspirations for a free and democratic society.

The President directed the creation of the new tariff system to address the national emergency. Under this system, countries that directly or indirectly supply oil to Cuba may face additional import duties in the US.

According to the order, the Secretary of Commerce, after consulting the Secretary of State, will determine which countries supply oil to Cuba, including through third parties or intermediaries. Then, in coordination with the Secretaries of State, Treasury, Commerce, Homeland Security, and the US Trade Representative, decisions will be made on imposing extra duties and their extent.
