Telangana Forms Cabinet Sub-Committee for Rohith Vemula Act

Hyderabad, April 17: The Telangana government established a cabinet sub-committee on Friday. This committee will study the ‘Rohith Vemula Telangana (Prevention of Identity-Based Discrimination in Higher Education) Bill, 2026’ and make recommendations for legislation.

The five-member committee is led by Deputy Chief Minister and Minister for Finance, Planning, and Energy, Mallu Bhatti Vikramarka. Other members include Ministers N. Uttam Kumar Reddy, Damodar Rajanarasimha, Duddilla Sridhar Babu, and Ponnam Prabhakar.

On Friday, Chief Secretary K. Ramakrishna Rao issued a government order regarding this. The Special Chief Secretary of the Scheduled Castes Development Department, Sabyasachi Ghosh, will serve as the convenor of this sub-committee.

The government order states that the cabinet sub-committee will present its recommendations as soon as possible.

During a cabinet meeting on March 23, the government decided to form a sub-committee to finalize the rules and procedures for the proposed Rohith Vemula Act. This law aims to prevent caste-based discrimination in educational institutions.

The Congress party had promised to introduce the Rohith Vemula Act during the 2023 state assembly elections.

Last year, Rahul Gandhi, the Leader of the Opposition in the Lok Sabha, urged the Telangana government to implement the Rohith Vemula Act. In a letter to Chief Minister A. Revanth Reddy, he called for legislation to eliminate caste discrimination in educational institutions.

Rohith Vemula was a 26-year-old Dalit research scholar at the University of Hyderabad. He committed suicide on January 17, 2016, alleging caste discrimination by the university administration. His PhD scholarship was suspended, and his stipend was revoked following an alleged dispute with members of the ABVP.

Following his death, widespread protests against caste discrimination erupted across campuses nationwide.

During a visit to the University of Hyderabad, Rahul Gandhi promised that the Congress party would bring the Rohith Vemula Act if they came to power.

In January, Deputy Chief Minister Vikramarka announced during a meeting with members of the ‘Justice for Rohith Vemula Campaign Committee’ from Karnataka that the state government would soon introduce the Rohith Vemula Act to prevent discrimination against Scheduled Castes and Scheduled Tribes in educational institutions.

The committee has also presented a draft of the Rohith Vemula Act, 2025.
