Pre-lunch sitting of Bihar Assembly adjourned following pandemonium

Patna, Mar 16 : The Bihar Assembly was adjourned till 2 p.m. on Wednesday after an acrimonious scene created by the opposition over demands for an apology from Nitish Kumar for his alleged disrespectful and humiliating tone and manner towards Speaker Vijay Kumar Sinha. As soon as the house assembled for the day, the opposition members were on their toes and vociferously demanded a discussion on the issue and an apology from the CM in the house. The slogan-shouting members, carrying pamphlets trooped to the well. The Chief Whip of the RJD, the main opposition, Lalit Yadav said that the chair was humiliated and demoralised and demanded a reply either from the government or some assurance by the speaker. The parliamentary affairs minister intervening in the noisy scenes clarified the intentions of the government saying that no can one humiliate the post of the speaker and the government do not wish to do so. The Minister said that it was great irony that the opposition which had earlier crushed the post of a speaker by its conduct was talking about respect and dignity of the speaker. Speaker Vijay Kumar Sinha requested the members to resume their seats saying that the incident was in the cognizance of the government. The opposition however continues to raise their demand of a debate on the issue of humiliation of the speaker’s post by the Chief Minister, the leader of the house. Later the members considering the request of the speaker resumed their seats after which the speaker Vijay Kumar Sinha in his address expressed his gratitude towards the members for their constructive cooperation in running the proceedings of the house successfully. Speaking about the hindrances continuing for the past two to three days, the speaker said that he was aware of everything and even after was successfully trying to run the house as per the laid rules and regulations. In the light of the clarification made by the parliamentary affairs minister the speaker requested the members to let start the proceedings enlisted for the day with a resolution not to repeat the incidents that took place during the last two to three days. Referring to his meeting with the Chief Minister the speaker said that the chief minister has assured to co-operate in maintaining the strength of the Legislature and parliamentary dignity. The speaker announced that the privilege committee would meet on March 25 to discuss the issue related to his area Lakhisarai and assured him he would not let down the dignity of the house. Lalit Yadav maintained that the rules and regulations have been robbed of and demanded a discussion on it. Intervening into the situation, Deputy Chief Minister Tarkeshwar Prasad said that the opposition forgot its conduct of March 23, 2021, when it had crushed the sanctity of the speaker’s post. He assured the government would co-operate the speaker for the smooth functioning of the house. The agitated opposition members alleging humiliation of parliamentary precedences again trooped to the well. Lalit Yadav of RJD reiterated that the CM should personally address the house on the issue and apologise for demoralizing and humiliating the speaker. Vijay Sinha tried to bring the house in order but the pandemonium continued following which he adjourned the house still 2:00 p.m. without taking up any of the enlisted business. RS RN
