
Mumbai, May 1: A significant scam involving birth certificates has emerged within the Mumbai Municipal Corporation (BMC). Authorities are preparing to cancel a total of 87,149 birth certificates.
These certificates were allegedly issued illegally through the BMC’s outdated and defunct SAP system. So far, six health officials have been suspended in connection with this case.
Former BJP MP Kirit Somaiya has been actively pursuing this issue. He revealed that he has been working to expose this scam since July 2025. Somaiya took to the social media platform X to share this information and thanked Chief Minister Devendra Fadnavis and the BMC Commissioner for ordering an investigation.
Somaiya noted that the BMC adopted the Civil Registration System (CRS) portal on January 1, 2016. However, some health officials reportedly misused the old SAP system to register and re-register birth certificates improperly.
According to data, 30,507 birth certificates were re-registered in 2024, 48,705 in 2025, and 7,135 in 2026. This entire process is being described as a violation of regulations.
Action has already begun in this matter, with six health officials suspended to date. Recently, Dr. Shailendra Gujjar was also suspended. Prior actions were taken against two other officials from the M-East ward.
A recent investigation report revealed that several medical officers altered the old SAP-Civil Registration System without authorization, even though this work should have been conducted through the CRS portal.
Alarmingly, between 2024 and 2026, there were 87,149 entries made in the SAP system, while only 33,772 official entries were recorded in the CRS portal.
Concerns regarding security have also been raised. Mayor Ritu Tawde and Kirit Somaiya have labeled this as a “serious issue related to national security.” They suggest that these fake certificates may have been used to provide legal identification to illegal immigrants.
