Jammu, February 5: The Economic Offences Wing (EOW) of Kashmir, in collaboration with the Crime Branch, has filed a charge sheet in a significant fraud case. The EOW presented the charge sheet against Afshan Shabeer in the court of the Chief Judicial Magistrate (CJM) in Srinagar under FIR number 76/2022, citing violations of sections 199 and 420 of the RPC. Afshan Shabeer, a resident of Shibath Jadibal, is the wife of Syed Aqeel Ahmed.
According to reports, this case is linked to her appointment as an Assistant Professor at SKIMS Soura in 2019. The investigation revealed that Afshan Shabeer is a citizen of the United Kingdom and holds an Overseas Citizen of India (OCI) card, making her ineligible for any government position in India. It was discovered that she had applied as an in-service candidate under advertisement notice number 04/2015, falsely claiming to be an Indian citizen and a permanent resident of Jammu and Kashmir. She submitted a State Subject Certificate along with other documents, which led to her selection and appointment to the government post.
During the EOW’s investigation, official records, including her service book, personal file, application, and selection committee proceedings, were seized for thorough examination. The inquiry revealed that Afshan Shabeer had obtained British citizenship prior to her entry into government service, a fact she concealed both during her application process and throughout her tenure. During questioning, she admitted to possessing a British passport and an OCI card.
According to the investigating agency, by misrepresenting her citizenship status, the accused fraudulently secured a public position, resulting in illegal benefits for herself and causing losses to the government. Following the emergence of this case, her services were already terminated by the government, with an order issued on August 20, 2022.
With the investigation now complete, the EOW Kashmir has submitted the charge sheet to the relevant court.
