Major Administrative Reshuffle in Bihar: 18 IAS Officers Transferred

Patna, May 15: Bihar Chief Minister Samrat Chaudhary has enacted a significant administrative reshuffle, transferring 18 IAS officers. This move is seen as an effort to strengthen governance and streamline administrative operations in the state.

K. Senthil Kumar, a 1996 batch IAS officer, has been appointed as the Additional Chief Secretary of the Labour Resources and Migrant Workers Welfare Department, moving from the Sugar Industry Department. He will also oversee the Welfare Department for Backward Classes and Extremely Backward Classes. H.R. Srinivasan (1996 batch) has been relieved of this additional responsibility.

At the divisional level, Pram Singh Meena (2000 batch), the Commissioner of Munger Division, has been given additional charge of Bhagalpur Division.

Rajesh Kumar, a 2001 batch IAS officer and the Commissioner of Kosi Range, has been transferred to serve as the Principal Secretary of the Public Health Engineering Department (PHED).

Pankaj Kumar Pal, a 2002 batch IAS officer, has been appointed as the Secretary of the Road Construction Department. Abhay Kumar Singh (2006 batch) will now serve as the Secretary of the Information Technology Department while continuing to manage responsibilities at Beltron.

Dharmendra Singh (2006 batch) has been assigned the Sugar Industry and Cooperation Departments, while Deepak Anand (2007 batch) has been transferred as the head of the Food and Consumer Protection Department.

Vinod Singh Gunjiyal (2007 batch) will oversee the Education, Sports, and Election Departments, while Dr. B. Rajendra (1995 batch) has been relieved of his additional responsibilities in Education and Sports.

Avnish Kumar Singh has been appointed as the Secretary-cum-Mining Commissioner in the Mines and Geology Department, with additional responsibilities in state mining corporations.

Himanshu Kumar Rai (2010 batch), the Commissioner of Darbhanga Division, has been given additional charge of Kosi Division (Saharsa) until further notice.

Himanshu Sharma (2011 batch), currently serving as the CEO of the Bihar Rural Livelihoods Promotion Society (Jeevika), has been transferred to serve as the Secretary in the Department of Science, Technology, and Technical Education in Patna. He will continue to hold his additional responsibilities as CEO of Jeevika and as a Special Duty Officer in the Disaster Management Department until further notice.

Lokesh Kumar Singh (2003 batch), Secretary of the Tourism Department, has been relieved of his additional charge in the Science, Technology, and Technical Education Department. However, he will retain his other designated positions, including responsibilities in the Chief Minister’s Secretariat.

Anshul Kumar has been assigned additional divisional responsibilities for Kosi and Purnia.

Among the younger officers, Shrikant Kundlik Khandekar (2020 batch) and Gunjan Singh (2020 batch) have been appointed as Joint Secretaries in the Chief Minister’s Secretariat, while Shubham Kumar (2021 batch) has been assigned as the Deputy Development Commissioner-cum-Deputy Chief Minister in Patna. This extensive reshuffle reflects the state government’s intent to place experienced officers in key administrative positions.
