India and the U.S. Forge New Partnership in AI and Technology Innovation

New Delhi, February 21: India and the United States have agreed to a collaborative framework aimed at enhancing cooperation in artificial intelligence (AI) and advanced technology sectors. This partnership aligns with the strategic technological initiatives of Prime Minister Narendra Modi and President Donald Trump, focusing on areas such as AI, semiconductors, energy, and investment. Both democracies aspire to establish joint leadership in future technological competition.

Today, the governments of India and the United States accepted a shared vision for their innovation ecosystem. They also linked the relevance of the Pax Silica Declaration principles to the India-U.S. Comprehensive Global Strategic Partnership and the India-U.S. Compact, which includes military partnership and accelerated commerce and technology.

Both parties recognize that the 21st century will be defined by essential minerals, energy, and computer and semiconductor manufacturing, all shaped by artificial intelligence. They agree that the future of AI should rest on reliable collaboration, economic cooperation, security, and a strong foundation of free trade. They share the belief that the significant risk facing the free world is not the advancement of AI but the failure to lead in it. In this regard, both sides expressed their intention to adopt a global approach to AI that is entirely friendly to entrepreneurship and innovation.

They commit to adopting and mainstreaming regulatory frameworks that promote technological innovation and encourage investment. Their goal is to create a pro-growth regulatory environment that fosters AI innovation and empowers builders, coders, creators, startups, and platforms to rapidly test, deploy, and scale in a secure and trustworthy AI ecosystem in both countries.

Both parties plan to deepen their cooperation under the Pax Silica framework to support future supply chains. This includes enhancing reliable energy infrastructure, producing essential minerals, utilizing a skilled workforce, and accelerating the development of a trustworthy semiconductor ecosystem through joint initiatives and research and development projects.

They aim to develop an environment where the AI revolution is driven by the creative power of the private sector and catalyzed by robust developer tools and platforms that lower entry barriers. They will work to facilitate cross-border venture capital flows and research and development partnerships to ensure that their democracies and entrepreneurs remain the architects of the future.

Both sides intend to collaborate on enabling industry partnerships and investments in next-generation data centers, working together on the development and availability of computers and processors for AI, and advancing innovation in AI models and applications.

This partnership signals a new era where the world’s oldest and largest democracies stand united not only in defending freedom but also in the purposeful pursuit of prosperity and harmony for their citizens. Together, they aspire to create an AI future that serves their citizens, strengthens their economies and societies, and reflects their shared values of freedom, openness, and the rule of law.
