This collaboration aims to promote growth and entrepreneurship in the race for artificial intelligence supremacy.
Under the joint statement of the U.S.-India AI Opportunity Partnership, the two largest democracies have pledged to align their regulatory systems, strengthen semiconductor and energy supply chains, and advance private sector innovation. The goal is to shape the next technological revolution rather than merely follow it. This partnership is a bilateral addition to the Pax Silica Declaration.
Both governments have expressed their commitment to a shared vision for their innovation ecosystems. Reiterating the vision outlined in the “Transforming the Relationship Utilizing Strategic Technologies” (TRUST) initiative by U.S. President Donald Trump and Indian Prime Minister Narendra Modi, the statement highlighted the aim of both nations to move beyond fear-induced stagnation and embrace the dynamism of AI opportunities. This approach is intended to foster innovation for the benefit of humanity.
Both sides believe that the significant risk facing the free world is not the advancement of AI but the failure to lead it. They commit to adopting and mainstreaming regulatory systems that promote technological innovation and encourage investment. Their objective is to create a growth-oriented regulatory environment that fosters AI innovation and empowers builders, coders, creators, startups, and platforms to rapidly test, deploy, and scale solutions for a secure and reliable AI ecosystem in both countries.
This partnership focuses on strengthening the physical AI stack. According to the statement, India and the U.S. will enhance their collaboration under the Pax Silica framework. Together, they will initiate research and development projects aimed at expanding reliable energy infrastructure, increasing the production of critical minerals, optimizing skilled labor capabilities, and accelerating the development of a dependable semiconductor system.
Both nations also emphasized the importance of “driving free enterprise.” They aim for the private sector to lead the AI revolution by facilitating investment (venture capital) between countries, enhancing research and development partnerships, encouraging investment in next-generation data centers, collaborating on the development and availability of computing capacity and processors for AI, and promoting new innovations in AI models and their applications.
