Gujarat Expands CM Fellowship Program to Enhance Governance and Project Implementation

The Gujarat government has increased the CM Fellowship Program to improve project execution in health, agriculture, and urban development.

Gandhinagar, October 29 (Daily Kiran) : The Gujarat government has announced an expansion of the ‘Sardar Patel Good Governance CM Fellowship Program,’ increasing the number of fellows from 41 to 47 and the number of projects from 20 to 45. This initiative aims to enhance the implementation of government schemes in various sectors, including healthcare, agriculture, nutrition, and urban development.

Under the leadership of Chief Minister Bhupendra Patel, the General Administration Department has decided to create more opportunities for young professionals to contribute to policy research, administrative coordination, and the evaluation of government programs.

A new proposal from the department designates the Indian Institute of Management Ahmedabad as the ‘knowledge partner’ for this program. A senior faculty member from the institute will play a pivotal role in this initiative.

The fellowship offers young individuals with research and analytical skills the chance to work alongside state administration for one to two years. This experience allows them to gain practical insights into government operations while helping identify shortcomings in public service delivery.

The expanded program will encompass sectors such as education, healthcare, nutrition, agriculture, social development, urban administration, environmental affairs, and public administration.

Fellows will study the obstacles to implementing government schemes, assess the utilization of available resources, and propose measures to enhance departmental operations. Projects will include initiatives related to Anganwadi services, nutrition, combating anemia, and early childhood education, as well as integrated library initiatives.

Furthermore, the program will examine the expansion of centralized kitchen facilities across Gujarat to improve the implementation of the ‘PM Nutrition’ mid-day meal scheme and the Integrated Child Development Services.

In the healthcare sector, fellows will investigate challenges related to claims under the Prime Minister’s Jan Arogya Yojana in government hospitals and the utilization of public health services.

These studies aim to streamline processes, improve operational efficiency, and identify gaps in service delivery. Agricultural projects will focus on the challenges of implementing natural farming methods and ensuring that farmers benefit from government schemes.

The findings are expected to provide practical recommendations for departments to address challenges effectively. This program will also support evidence-based policy research and data analysis aligned with the state’s long-term development vision.

The projects will prioritize monitoring development initiatives, evaluating the functionality of district-level committees, following up on decisions made, and assessing coordination among government departments. Artificial intelligence tools may be used to classify information, summarize findings, and identify key issues where necessary. However, any information generated through AI must be verified against original documents and data.

Urban development projects will primarily focus on enhancing citizen services in the Rajkot Municipal Corporation, analyzing complaints to prevent recurrence, and using data to proactively identify issues.

In Bhavnagar, the initiatives will investigate recycling of solid and liquid waste and the reuse of resources. This expansion aims to provide more young professionals with opportunities to contribute to governance and administration, thereby improving the implementation of schemes, administrative coordination, and public service delivery.
