
The Enforcement Directorate (ED) launched a series of raids early Friday morning targeting the residences and offices of the owners of the ‘Birch by Romeo Lane’ nightclub located in Arpora, Goa. The owners under scrutiny include Saurabh Luthra, Gaurav Luthra, and Ajay Gupta.
This action follows the tragic fire incident on December 6, 2025, at the nightclub during a dance party, which claimed 25 lives and injured many others. The ED is investigating the case from the angle of money laundering and alleges that the nightclub was operating illegally with irregularities orchestrated by its promoters.
Raids are underway at 8-9 locations across Delhi, Goa, and Gurugram in Haryana. These include key addresses such as Outram Lane in Delhi’s Kingsway Camp and Tevtam Villa in Gurugram. Multiple search operations are also being conducted at various sites in Goa.
In addition, ED teams have visited the homes of the then village head Roshan Redkar and panchayat secretary Raghuvir Bagkar. They face allegations of aiding the issuance of illegal trade licenses and no-objection certificates (NOCs) to the nightclub. Premises linked to Surinder Kumar Khosla are also being searched. The investigation is examining how the land on which the club was built—classified as salt pan land—was illegally altered, and the related money laundering aspects.
The fire incident at the ‘Birch by Romeo Lane’ nightclub in Arpora village raised serious questions about lax safety standards, unauthorized construction, and fraudulent permissions. Police investigations into the Luthra brothers and other accused are already underway, with some individuals in custody. The ED’s probe under the Prevention of Money Laundering Act (PMLA) aims to uncover the sources and trail of illicit earnings connected to the case.
This round of raids marks a significant step in advancing the pursuit of justice for the victims of the devastating tragedy, which resulted in numerous innocent lives lost. The investigation continues, with all eyes on forthcoming revelations.
