New Delhi: Amid concerns over the University Grants Commission’s (UGC) new regulations, Union Education Minister Dharmendra Pradhan has assured that these provisions will not be misused. He emphasised that no discrimination or injustice will be allowed under these rules.
The minister highlighted the shared responsibilities of the UGC, the central government, and state governments in implementing the regulations. He stated that the entire framework operates under the supervision of the Supreme Court, ensuring transparency and fairness.
Several political leaders and organisations have expressed doubts about the new UGC rules. Responding to these concerns, Dharmendra Pradhan reiterated that the government’s goal is to make higher education more transparent, equitable, and accountable. He assured that no individual or community will face discrimination or unfair treatment.
The UGC maintains that the new regulations aim to enhance the quality of education and protect the rights of all stakeholders. The guidelines require all higher education institutions, including universities and colleges, to form equity committees and adopt anti-discrimination policies. These measures target the elimination of bias based on caste, religion, gender, place of birth, disability, and other factors.
UGC officials have clarified that the implementation of these rules will not lead to any harassment. They pledged to prioritise the interests of students, teachers, and academic institutions while keeping communication channels open to address any concerns.
When asked about the controversy surrounding the new rules, Education Minister Dharmendra Pradhan stated with humility that no one will be subjected to oppression. He stressed that misuse of these provisions under the pretext of discrimination will not be tolerated by the UGC, the central government, or the state governments.
Pradhan further assured that the entire system will function within the constitutional framework and under the vigilant oversight of the Supreme Court. He firmly denied any possibility of injustice occurring under these regulations.
The new UGC regulations, titled ‘Promotion of Equity in Higher Education Institutions Regulation 2026’, were enforced from January 13. The rules have faced continuous opposition and have also been challenged in the Supreme Court. Petitioners claim that the regulations discriminate against the general category and violate fundamental rights by excluding complaints from this group. Critics argue that the rules only address grievances from backward classes and lack clarity on actions against false complaints.
Despite the ongoing debate, the UGC and the government remain committed to ensuring a fair, discrimination-free environment in India’s higher education system.
