New Delhi, September 12 (Daily Kiran) : Delhi police have arrested three individuals for allegedly creating pro-Khalistan graffiti at the Singhu border, acting on the orders of terrorist Gurpatwant Singh Pannu. The graffiti, which featured offensive slogans, was discovered on September 6 along the wall dividing Delhi and Haryana.
Pannu, the leader of the banned group Sikhs for Justice (SFJ), took responsibility for the act in a post on social media platform X. Investigators gathered clues from CCTV footage at the Singhu border, leading to the arrests. The police also recovered the vehicle used by the suspects.
Sources indicate that one of the arrested individuals had direct contact with Pannu. The Delhi police’s Special Cell has registered a First Information Report (FIR) and begun an investigation into the matter.
This incident comes amid a shift in strategy by Khalistan-supporting organizations active abroad. Under direct instructions from Pakistan’s Inter-Services Intelligence (ISI), these groups are changing their operational framework to avoid international law enforcement scrutiny. They are transitioning from violent crime to political propaganda, as they collaborate with Indian authorities.
International agencies are now working closely with Indian officials on the Khalistan issue, prompting these groups to alter their tactics. The Pakistani intelligence agency has explicitly instructed Khalistan supporters to avoid open contact with gangsters, which had been their practice.
An intelligence bureau official noted that this shift is a response to the close coordination between Indian and international security agencies. The official stated, “This action was made possible because these Khalistani groups were involved in violence, extortion, and money laundering. Their close ties with criminal gangs abroad provided agencies with an opportunity to take strict action against them for heinous crimes like murder and drug trafficking.”
The ISI recognizes the importance of keeping Khalistan-supporting groups like SFJ relevant. They have been encouraged to promote the issue purely as a political movement, which includes organizing referendums, conducting marches, and demanding a separate Khalistan from Punjab.
